Speaker O'Brien Sounds Off on Autism Bill and the Budget

At an impromptu press conference today, Speaker Dennis O’Brien (R-Philadelphia) declared he cannot support HB 1150 as amended by the Senate, because it does not provide for the definition of “medical necessity,” which could leave open the possibility for insurance companies to deny autism spectrum claims. As far as budget negotiations go, Speaker O’Brien commented that while there are no negotiations scheduled for tonight, phone calls are “always a possibility.” He was confident the process is still moving forward, and commented “I think we are very close.”

Senate Law and Justice – 1:45 p.m.

The Senate Law and Justice Committee unanimously recommended the nomination of PJ Stapleton to the Liquor Control Board. The members had only glowing remarks on the nomination.

The Senate Consumer Protection Committee unanimously recommended the nominations of Gardner and Powelson to the PUC. Members had nothing but good to say about the two men.

House Environmental Resources – 12:00 p.m.

House Environmental Resources & Energy met to vote on two bills. One – Special Session SB 25 sponsored by Senator Mike Waugh (R-York), which would amend the Alternative Energy Portfolio Standards Act regarding Tier I and Tier II energy sources, received two amendments, one of which by Rep. Greg Vitali (D-Delaware) that proved controversial…

House Commerce – 10:30 a.m.

House Commerce amended and voted out HB 2638, by Keith McCall (D-Carbon). The committee held a hearing on the bill yesterday. Rep. Michele Brooks (R-Mercer), who voted against the bill, noted she would be offering a number of amendments to the bill on the floor…

Senate State Government – 2:45 p.m.

Senate State Gov’t voted four bills out of committee this afternoon. HB 2158 by Rep. John Siptroth (D-Monroe) was amended, with its contents being replaced with the language of SB 1550 by Senator Mike Folmer (R-Lebanon).  Sen. Folmer noted the amendment is agreed to by all parties, including DGS, and stands as the result of a year’s worth of negotiations…

House Local Government – 9:30 a.m.

The House Local Government Committee reported a package of six Senate bills designed to bring local hiring practices into compliance with ADA standards.  Two other bills were reported as committed and a third, HB 2276 was amended.

House Commerce – 9:00 a.m.

House Commerce held a brief informational meeting on HB 2638 by Keith McCall (D-Carbon) this morning. The bill, known as the Legacy Accounts Economic Development and Infrastructure Act, would allow the Commonwealth Financing Authority to securitize roughly $45 million annually from gaming revenues to put towards a $760 million investment pool for economic development in tourism, independent higher education facilities, hospital facilities and medical technology, vital community assets, and economic development infrastructure…
