Pennsylvania Legislative Services Launches Lobbytracpa

New website gives legislators, businesses, and government affairs professionals the most powerful tool for connecting lobbyists and clients in Pennsylvania and beyond

HARRISBURG, PA, Sept. 29

Pennsylvania Legislative Services (PLS), the state’s premier legislative tracking and media outlet, today announced the launch of Lobbytracpa, a comprehensive web-based system allowing lobbyists and firms the ability to showcase their fields of work and expertise. Designed to provide greater visibility to government relations professionals looking to expand their presence in the political arena, Lobbytracpa is designed to be a consolidated source of contact and business information for lobbyists and their firms, providing free and expanded levels of access in a simple, easy to access site.

Pleased with the launch of the product, PLS president Lynn Deary commented, “PLS continues to invest heavily in products and services to support government relations professionals and the legislative community. Lobbytracpa is a great example of this investment.”

Rendell speaks on the bailout plan

Gov. Rendell announced this afternoon that he has drafted a letter to the Pennsylvania federal delegation regarding the bipartisan bailout agreement announced by Senator Dodd and Congressman Frank today. The letter outlines a number of issues Rendell would like included in the agreement, including a $100 billion infrastructure initiative on top of the $700 billion bailout itself. Rendell believes the money could be used to generate 5 million new jobs. Check the Capitol Toolbox later for the full story and a copy of the letter itself.

House Professional Licensure – Off the Floor

Professional Licensure met this afternoon to report out SB 908 relating to Ebay and other online auction “trading assistants.” Check the Capitol Toolbox later for the full story.

Senate Approprations – Off the Floor

Senate Approp met off the floor this afternoon and voted out four bills, including HB 647 – relating to the licensure of crane operators. Check the Capitol Toolbox later for the full story.

House Education – 9:30 a.m.

The committee met to consider HB 153 (Gibbons) and SB 219 (Vance) but there was a motion to suspend the rules to consider SB 731 (Orie). Senator Orie was present to speak on her legislation and many Members wanted to know why the Senate hasn’t passed Rep. Matt Smith’s legislation which does the same thing (HB 1377). She said she doesn’t know why but when asked what the difference(s) is between her bill and Rep. Smith’s, she said nothing. A few moments later she mentioned the School Boards Association has issues with Rep. Smith’s bill…the bill was reported as committed by a vote of 25-2. Reps. Grucela and Shimkus voted in the negative.

Rep. Gibbons was extensively questioned on his legislation, HB 153. Rep. Metcalfe made a motion to Table the bill, which failed by a vote of 12-15. There was one technical amendment adopted and the bill was reported as amended by a vote of 18-9.

Lastly, SB 219 was reported as committed. Chairman has one amendment which he withdrew. Check back later on the  Capitol Toolbox for the full story…

Senate Urban Affairs & Housing – 9:30

The Urban Affairs Committee met to consider SB 1291, relating to neighborhood blight. After brief discussion of the bill and companion bills, the committee unanimously adopted an amendment and sent the bill to the full Senate.

Senate Agriculture & Rural Affairs – 10:30 a.m.

The Senate Ag Committee met for a second time this week to consider HB 2525, which amends the Dog Law. The bill was returned to the full Senate with two omnibus amendments with just Senator Eichelberger dissenting.

House Tourism and Recreational Development – 9:00 a.m.

The House Tourism and Recreational Development Committee voted out HB 1471 this morning. However, during the Committee meeting, several legislators agreed that amendments will be necessary as the bill moves forward. The prime sponsor of the bill, Representative Mark Keller (R-Perry), agreed to work on amendment recommendations. In addition, the Committee voted to adopt a report generated as a result of HR164. Senate Environmental Resources and Energy – 9:15 a.m.

The committee received a presentation this morning from DCNR Secretary DiBerardinis on the possibility of implementing carbon sequestration in PA. Secretary DiBerardinis remarked a combination of terrestrial (photosynthetic) and geologic (underground formations, unmineable coal seams) carbon sinks may prove to be a valuable part of PA’s future in a carbon-constrained world. House Agriculture & Rural Affairs – Off the Floor

The committee unanimously reported as amended Senate Bill 768 which amends Title 64 to enable entities that do not offer deposit services and farm credit system institutions to participate in the First Industries Program.
