Senate Consumer Protection met again to continue its consideration of HB 2200. Chairman Tomlinson withdrew the previously adopted amendment A09702, and the committee adopted a further-modified version – A09779. Check out the Capitol Toolbox for a copy of the amendment and the full story.

Senate Rules met off the floor this evening to consider a number of bills. Notably, SB 1503 – the Supplement to the Highway-Railroad and Highway Bridge Capital Budget Supplemental Act – was reported out, while SB 1504, – the highway capital budget project itemization act – was passed over. The Senate Approriations held an off the floor meeting to consider three bills. HB 1845 was reported as amended; A09266, A09669, A09741 were adopted. A00725 was withdrawn by Senator Stack but said a clean version of the amendmet would be offered on the floor. HB 2499 was reported as amended; A09742 was adopted. HB 2525 was reported as amended with omnibus amendments to the Dog Law.

Senate Consumer Protection met off the floor this evening at 6, and amended HB 2200 with language incorporating several elements of Special Session SB 25, as well as provisions for developing a carbon sequestration program in the state and a reorganization of the PUC. Senator Lisa Boscola informed the committee she has drafted six further amendments for the bill she would like considered. Chairman Tomlinson is reviewing the amendments and will likely re-convene the committee later this evening.

The House is currently at ease trying to sort out a previous motion made by Rep. Killion today to take up Discharge Resolution 11 (HB 1973). Speaker O’Brien told him earlier in today’s Session his motion could be taken up later on today, but there were several disagreements about what was actually said, and now it appears they are trying to sort it all out.

House Rules & House Approp met back to back this afternoon to consider several bills. House Rules reported out 4 bills unanimously. House Approp reported seven bills, HB 120 was amended and SB 100, SB 295 and SB 908 each garnered several votes in opposition from Republican members.

House Professional Licensure voted SB 147 out of committee this afternoon. The bill was passed out of the Senate last night and now moves to the House floor for consideration.

The committee conducted its second public hearing on the proposed merger of Highmark, Inc. and Independence Blue Cross pursuant to Act 68 0f 2008. Representatives from Highmark and Independence Blue Cross defended the proposed merger while representatives from the Pennsylvania Medical Society and the Hospital & Healthsystems Association of PA expressed opposition to the merger and its impact. The Senate Judiciary Committee held a confirmation hearing to consider the nominations of Judith Ference Olson, Court of Common Pleas, Allegheny County, The Honorable Leonard N. Zito, Court of Common Pleas, Northampton County, Joyce Eubanks, Court of Common Pleas, Philadelphia County, Angeles Roca, Court of Common Pleas, Philadelphia County. All nominees were unanimously reported favorably.

The Senate Law and Justice committee considered the nomination of Lt. Col. Frank Pawlowski as Commissioner of the PA State Police. The nomination was unanimously reported favorably.
