Tourism Professionals Rally in Rotunda

An estimated 200 tourism professionals gathered on the steps of the Capitol Rotunda today and called on the state legislature to reinstate tourism funds in the proposed FY 2009-10 budget. Rob Fulton, the Executive Director of the Pennsylvania Convention and Visitors Bureau (PACVB) and other speakers argued that tax dollars are well spent on “economic engines like tourism,” stating that tourism has been responsible for “growing state tax revenue by 16.5% between 2003 and 2007.”  Costumed and plain-clothed professionals lined the Rotunda stairs to provide “a face,” of tourism in Pennsylvania and to remind legislators that tourism is the second largest industry in the state. House Health and Human Services – Off the Floor

House Appropriations – Off the Floor

The committee temporarily suspended it’s off the floor meeting before it even started due to fiscal note issues. Rep. Doug Reichley (R-Lehigh) told PLS the Republican Caucus expressed concern about a motor vehicle bill that went to the floor yesterday and was to be referred to the committee for a fiscal note today. He said that the caucus does not want to establish a precedent which would enable HB 1 to be considered without a fiscal note. House Professional Licensure 9:30 a.m.

The House Professional Licensure Committee held a public hearing on House Bill 1188, a bill that would define “ophthalmic surgery.” Testifying on behalf of the PA Academy of Ophthalmology, Dr. David Pao, MD and Dr. Mark Maria, MD fielded questions concerning the difference between optometry and ophthalmology, and the need for a statutory definition of “ophthalmic surgery.” Dr.Linda Casser, OD, the Dean of the Pennsylvania College of Optometry at Salus University, called the bill unnecessary and inappropriate. Dr. Robert Bittell, OD, the President of the Pennsylvania Optometric Association argued that HB 1188 would prohibit optometrists from performing simple tasks such as removing objects from an eye or putting on cold/hot compresses. Dr. Kenneth Cheng, MD testified on behalf of the bill and advocated for its passage. Finally, Barbara Holland, general counsel in the Governor’s Office of Healthcare Reform, articulated the administration’s reasons for not supporting the current bill. Senate Appropriations – Off the Floor

The committee voted unanimously to report as committed SB 281 which prohibits the Department of Education from directly or indirectly developing or implementing statewide requirements or entering into a contract that provides for graduation competency assessments until specifically authorized by the General Assembly. House Insurance – 9:30 a.m.

House Insurance this morning for the purpose of an informational meeting on HB 215, a bill by Rep. Steve Barrar (R-Delaware) that would impose a 12 month limit on audits for health insurance over-payments. Stakeholders from the Insurance Federation, Independence Blue Cross, the Pennsylvania Chiropractic Association and the Podiatric Medical Association offered testimony on the measure. Senate Communications & Technology – 10:00 a.m.

The Senate Communications and Technology Committee met today to discuss and vote on three bills and one Senate Resolution. SB 621, SB 622, and SB 623 were all unanimously reported as committed.
