The House State Government Committee held a voting meeting today to consider several bills and amendments. Senate Bill 568 was reported as committed. A01715, the amendment for HB 9, was adopted and then the committee called a recess until further notice. HB 9, HB 1175 and A01713, HB 1595 and A01738, HB 1030 and HB 1596 were all passed over. The Senate Judiciary Committee met to consider six bills and to hear a presentation on the Innocence Project. SB 919 and SB 920, which are similar, were both reported as committed with Senators Earll, Gordner, Piccola, MJ White, Scarnati and Rafferty voting in the negative. The members questioned the necessity and fairness of the earmarked money and size of the increase. SB 943 was held over after lengthy discussions on several issues. SB 949 was reported as committed unanimously and HB 89 was reported as amended unanimously, each with minimal discussion. HB 270 was reported as amended with Senators Piccola, MJ White and Earll voting in the negative; the senators questioned the need for this legislation. The committee also heard from Marissa Bluestine of the PA Innocence Project, who discussed the project’s mission and noted a report with recommendations will be issued in July. Look for the complete story in the Capitol Toolbox this afternoon. “There is no support in the Republican Caucus for a personal income tax increase,” a succinct Republican Leader Dominic Pileggi (R-Delaware) told members of the press today, in reaction to the news that Governor Rendell’s re-done budget proposal will call for a 3-year .5% personal income tax increase. Along with Appropriations Chair Jake Corman (R-Centre) and President Pro Tempore Joe Scarnati (R-Jefferson), Senator Pileggi expressed little surprise that the governor’s new proposal, which is expected to be released today, attempts to find balance through an additional tax rather than even greater cuts. Given the wide gap remaining between both sides with only two weeks to go before the June 30th deadline, Senator Pileggi acknowledged at this point that he does not see the budget being passed by that time.
