John Bear (R-Lancaster) and Daryl Metcalfe (R-Butler) joined Pennsylvania farmers to announce their opposition to a proposed tax on smokeless tobacco. Brouillette argued it is not about big tobacco companies, but small family farmers who have been in business for many generations. Check the Capitol Toolbox later today for the full story. A group of bicameral republicans held a press conference today in the media center of the Capitol Building to outline their new ‘Pact with PA.’ The pact is a set of guiding principles that aim to assure 1)no new taxes, 2)no additional debt, 3)the rainy day fund remains untouched 4)the stabilization of financial obligations, and 5)proactive tax reform to improve the business climate. The proposed principles are in response to the Senate Republic budget being voted down, and the state needing some form of debt and spending control. Representative Samuel Rohrer (R-Berks) said these principles are in line with the “most basic, sound budget principle- respect those who pay taxes.” Check the Capitol Tool Box later for more information. The House Judiciary Committee met this morning to consider a number of bills. HB 418 and HB 1639 were referred to the Subcommittee on Family Law. HB 1648 was referred to the Subcommittee on Courts. HB 1298 HB 1567 were held over. HB 1332 and HB 1607 were unanimously reported as amended. HB 1478 was unanimously reported as committed. Check the Capitol Toolbox later for the entire story. HB 1671 which increases the membership of the County Records Committee to include the appointment of a Clerk of the Orphans’ Court to the Committee was unanimously reported as committed. GOVERNOR CALLS EMERGENCY CABINET MEETING Governor Ed Rendell has called an emergency cabinet meeting for Wednesday, June 17. Steven Crawford, Rendell’s Chief of Staff, sent a memo to all the Cabinet Members and Agency Heads yesterday which said the single focus of the meeting will be on the budget. The meeting is mandatory for the officials and restricted to cabinet officials only. SCARNATI WOULD CONSIDER TABLE GAMES According to an article in the Pittsburgh Tribune Review, The Senate’s top Republican said Monday he’s “willing to listen” to proposals to legalize table games at casinos as a state moneymaker while lawmakers look to close a $3.2 billion budget deficit. Senate President Pro Tempore Joseph Scarnati (R-Jefferson County) said raising money from dice, roulette and card games would be preferable to hiking taxes, as Democratic Gov. Ed Rendell has proposed. “I think we have members in the caucus who would probably support it,” said Scarnati, who serves as lieutenant governor. “It has to be vetted well.
