The House Intergovernmental Affairs Committee held an informal meeting today to hold discussions with the Philadelphia and Pittsburgh Intergovernmental Authorities. The purpose of the meeting today was for committee members to get an overview of the operations of the Pennsylvania Intergovernmental Cooperation Authority (PICA), which serves as an independent fiscal advisory board for the city of Philadelphia, as well as the Intergovernmental Cooperation Authority (ICA) which has similar responsibilities for Cities of the Second Class.
