House discusses budget on the Floor

 

We’re about a third of the way through the budget negotiations, Eachus said. He said the Democrats will caucus at 2:00 p.m. today, and again at 10:00 a.m. tomorrow, going through budget line by line.

Civera questioned what budget the House Democrats are looking at. We’re mirroring the 11-12 hours of work we did at the Governor’s residence, Eachus said. Senate Bill 850 is out of balance, but we’re still using the same reference point, he explained. The purpose is so our members clearly understand what we’ve been working on in Democratic leadership, and make the same informed judgments as the leaders, he said. Our caucus is concerned with education and health care cuts, we’re “really going to dig into” these issues in the next few days, Eachus announced. Investing in the PA economy is another key area, he said.

House Appropriations – Off the Floor

The committee met to consider four bills. HB 72, HB 1415, SB 142, and SB 380 were unanimously reported as committed. Check the PLS Capitol Toolbox later today for the full story.

House Rules – 10:45 a.m.

The committee met to consider eight bills. HB 250, HB 1102, HB 1415, HB 1656, HB 1754, HB 1770 and HB 270 were unanimously reported as committed. HB 1676 was reported as committed with the Republicans voting in the negative. Check the PLS Capitol Toolbox later today for the full story.

Shapiro discusses health care with mental health professionals

Continuing in his duties as a member of the White House Team of State Legislators for Health Reform, Rep. Josh Shapiro (D-Montgomery) met today with various mental health stakeholders in Pennsylvania. Among them was DPW Secretary Estelle Richman, who took time to join the discussion. House Local Government – 9:15 a.m.

The House Local Government Committee held an informational meeting on HB 1682, which authorizes counties to levy a 1% sales tax. The committee heard from prime sponsor Rep. Sturla and Doug Hill, who spoke on behalf of all local government agencies in support of the proposal. Representatives of Renew Lehigh Valley asked that Northampton and Lehigh Counties, both home rule counties, be granted additional flexibility in the proposal, and lobbyist Holly Kinser spoke in support of authorizing an additional 1% sales tax for Philadelphia County.

More Members Sign "Yes We Can!" Placard

Rep. Bryan Cutler (R-Lancaster), Rep. Carl Metzgar (R-Somerset), Rep. Donna Oberlander (R-Clarion),Rep. Kathy Rapp (R-Warren), and  Rep. Will Tallman (R-York) were the latest members to sign the Commonwealth Foundation’s “Yes We Can” placard in the Capitol Rotunda this morning. So far 65 members of the Legislature have affirmed “we can balance the budget, protect public safety and human services, and educate our children without raising taxes.” Matt Brouillette, President of the Commonwealth Foundation, said they will be posting a daily updated checklist of lawmakers who make the no tax pledge.

Senate State Government – 9:45 a.m.

The committee unanimously reported as committed SB 106 which amends the Constitution to prohibit sine die legislative session following the November election in even-nuumbered years and SB 107 requiring the State Treasurer to post all salary information for state officers and employees and requiring local agencies to post salary information for their officers and employees. The members also unanimously reported as committed HB 109, HB 348, SB 491, and SB 492 which are land conveyance bills. Check the Capitol Toolbox later for the full story.

JUNE REVENUE COMES UP $415.3 MILLION SHORT

Secretary of Revenue Stephen H. Stetlerreported yesterday that the state collected $2.3 billion in General Fundrevenue in June, $415.3 million, or 15.5 percent, less than anticipated.  Fiscal year 2008-09 General Fund collections totaled $25.5 billion, which is $3.25 billion, or 11.3 percent, below estimate. 

• Sales tax receipts totaled $675.6 million for June, which was $67.6 million below estimate. Sales tax collections for the fiscal year totaled $8.1 billion, which is $595.3 million, or 6.8 percent, less than anticipated. •  Personal income tax (PIT) revenue in June was $818.4 million, which was $207.1 million below estimate. This brought fiscal year PIT collections to $10.2 billion, which is $1.3 billion, or 11.2 percent, below estimate. • June corporation tax revenue of $411.6 million was $82.2 million below estimate. Fiscal year corporation tax collections totaled $4.8 billion, which is $613.9 million, or 11.3 percent, below estimate.
