Senate Rules & Executive Nominations – Off the Floor

The committee voted unanimously to report as committed SB 33. The legislation amends the Election Code restricting the ability of counties and municipalities to alter an election district between June 1, 2009 and November 30, 2012, or through resolution of all judicial appeals to the 2012 Congressional Redistricting Plan, whichever is later. House Appropriations – Off the Floor

The committee met to consider nine bills. HB 250 and HB 444 were unanimously reported as amended. HB 264 was reported as amended with ten Republican members voting in the negative. Rep. Shapiro Health Care Round-table with Labor Leaders

Representative Josh Shapiro (D-Philadelphia) held his third health care round-table discussion today with labor leaders. Meeting to discuss the implications of a public health care plan, labor leaders expressed their opinions and concerns with President Obama’s proposed public health care plan. Rick Bloomingdale, the Pennsylvania AFL-CIO Secretary-Treasurer expressed his support for a public option, as long as it did not come with a tax increase. Mike Welsh, the IBEW International Representative, explained that the IBEW is in the process of creating a national policy, and that the union is “all for a public option.” Eileen Connally, the executive director of SEIU, spoke at length about the need to protect the “under-insured” population. “We need to take care of folks who are most vulnerable,” Connally said. She also expressed her opinion that “quality” of care means increased access. George Hughes, the PSEA Assistant Executive Director of Field Services, spoke about his work on creating formal education programs so that members can understand the positive impact of a public health care plan. Supporters of the Scotland School Urge Legislators to 'Save our School'

Veterans groups, students, state legislators and concerned citizens gathered today in the Soldier’s Grove behind the Capitol Building to support legislation that would suspend the closure of the Scotland School for Veterans’ Children. Representative Bryan Barbin (D-Cambria) delivered an emotional speech where he stated that this issue was not a partisan issue, “it was a Pennsylvania issue,” and added that he was sponsoring HB 1713 “because it was the right thing to do.” HB1713 would require that prior to any veterans facility closure a study must be done examining the effects of the closure of that facility. Rep. Kauffman (R-Cumberland) was also in attendance to declare his support for HB 1713 and veterans across the state. Check the Capitol Tool Box later for more information.

RENDELL CHALLENGES REPUBLICANS TO BALANCE BUDGET WITHOUT TAX INCREASE

According to an article in the Pittsburgh Post Gazette, The Rendell administration says it’s tired of seeing Republican lawmakers standing on the sidelines and throwing grenades at the governor’s proposal for a 2009-10 state budget. So Democrats are “challenging” Republicans to come up with a balanced budget alternative of their own “and we’ll take a look at it,” Steve Crawford, Gov. Ed Rendell’s chief of staff, said Thursday.”If they think they can balance a budget without new taxes, let them show it to us,” he told reporters. “So far, the governor is the only one who has produced a balanced budget.” Crawford said that Senate Bill 850 — a $27.3 billion budget plan which the Republican-controlled Senate approved May 6 on a party-line vote — is now $1.5 billion out of balance because of a continuing dropoff in state tax revenues. Republicans have said they won’t even consider hiking the income tax or other taxes, saying that’s the wrong thing to do in a recession.
