Pileggi: House D budget plan not serious

Senate Majority Leader Dominic Pileggi (R-Delaware) told PLS in an interview Tuesday that yesterday’s new House Democratic spending plan is a “charade” that “just doesn’t make sense.”

“I don’t think that proposal deserves serious detailed commentary,” Senator Pileggi said. “It’s very unlikely to survive a full vote on the floor of the House.”

House Democrats surprised many observers Monday when they unveiled a new budget plan that called for some of the state’s higher education system to be funded separately from the general fund. House Appropriations Chairman Dwight Evans (D-Philadelphia) said the new account would need $1.3 billion in funding while the state spent $27.8 billion next fiscal year in the general fund.

Rep. Evans denied the proposal, which the Appropriations Committee approved, is tantamount to a $29.1 billion spending plan.

“That’s some kind of new math that I’m not familiar with,” Senator Pileggi said.

The two sides are now farther apart on a budget agreement, already 14 days late, than they were before the week started, the majority leader said. The Democrats’ plan calls for $300 million more than even Governor Rendell wants, he said.

Fumo Sentenced to 55 Months

Former State Senator Vince Fumo was sentenced today to a prison term of 55 months. According to the Philadelphia Inquirer who had a live blog from the sentencing hearing,  ”So the bottom line is that Vincent Fumo will serve a sentence of four years and seven months.   He will be on supervised release for three years after that.   He must surrender by Aug. 31 to federal prison officials.”

Senate State Government – 12:30 PM

The Senate State Government Committee met and reported the nominations of Charles P. Bednarik and Andrew DePaolo to the State Athletic Commission. Check the Capitol Toolbox later today for the full story.

Artists and Arts Groups Rally for Funding

Dozens of artists and art associations rallied in the Capitol Rotunda this morning, urging the state to protect funding for the arts. Speakers highlighted the contributions of art to the economy and society and argued that art funding can be protected for only a nickel a week.

Senate Judiciary – 12:00 noon

The Senate Judiciary Committee met this afternoon to consider five House Bills. HBs 39, 222, 1607 and 1648 were all unanimously reported as committed with little to no discussion. HB 485 was unanimously reported with an amendment.

House State Government – 1:30 p.m.

The House State Govt Committee met this afternoon to consider two bills. SB 862 was unanimously reported as committed after two amendments were withdrawn. HB 1821 was unanimously reported with one amendment that limits the bill to direct investments only. Several members asked about the fiscal impact of the bill, to which Rep. Shapiro said other states that have divested have not seen a decrease in returns due to the divestment.

Pennsylvania Budget & Policy Center Holds Day Two of Capitol Rallies Against Senate Bill 850

The Pennsylvania Budget & Policy Center (PBPC) gathered concerned citizens today in the Capitol Building for their second straight day of rallies against Senate Bill 850. Joined by a passionate audience, Sharon Ward, director of the PBPC called on legislators to not make cuts to critical mental and physical care services and warned citizens throughout the Commonwealth that “we all have something to lose,” under SB 850. Ward and other speakers urged lawmakers to”raise revenue to protect our services and preserve our future.” Check the Capitol Tool Box later for more information.

Senate Appropriations – Off the Floor

The committee voted unanimously to report as amended SB 107 and SB 284. On a party line vote, the committee voted to report as amended SB 1 establishing the Legislative Financial Office.
