After Rules Suspension, Thursday to Showcase Big Budget Vote

Wednesday’s vote to suspend House rules and consider the new Democratic budget proposal early sets the stage Thursday for a pivotal next step in ongoing budget negotiations.

Will House Democratic leadership have the votes to approve its new spending plan, which removes some higher-education funding from the budget while proposing to spend $27.8 billion on everything else, or will Republicans garner enough support for its roughly $27.3 billion plan?

GOP members said Wednesday they’re confident their side will win, which means House lawmakers would vote in favor of a budget amendment from House Appropriations Minority Chairman Mario Civera (R-Delaware).

“It’s responsible, doesn’t hold anybody hostage, and balanced the budget,” said caucus spokesman Steve Miskin.

He asserted supporting the Democratic plan would be tantamount for voting to increase taxes; an idea lawmakers have already soundly rejected.

The GOP plan cuts state spending, cobbles together one-time funding streams from an array of sources, including a tax-collection amnesty plan, and avoids a broad-based tax increase to bridge the state’s $3.2 billion revenue shortfall.

Democrats, meanwhile, have sharpened their message about the new plan since its surprise introduction Monday.

House Appropriations – Off the Floor

The committee voted unanimously to amend and then hold over HB 1828. As amended, the legislation implements a modification of the actuarial funding requirements applicable to the Philadelphia’s municipal employees’ retirement systems and allow the city to impose a temporary local sales and use tax of 1% to only pay the city’s Minimal Municipal Obligation. The committee also reported as amended SB 240 and reported as committed SB 84, SB 536 and SB 958. Check the Capitol Toolbox later for the full story.

South-Central Republicans lay blame on House Ds for state worker pay loss

“We are over two weeks past the state’s budget deadline and there has yet to be any action taken on the House floor. Today I made every effort to stop this insanity,” an irate Rep. Ron Marsico (R-Dauphin) said this afternoon in a prepared statement.

Following a brief House session – in which a suspension of the rules to allow for an affirmative vote on a resolution that would have mandated SB 850 receive final passage vote on July 17 failed – Rep. Marsico and other members representing areas of South-Central Pennsylvania criticized House Democrats for letting down state workers. According to House Republicans, with SB 850 not in position for a final vote, there is no way a budget can be passed before July 17, the last day before government employees begin to receive reduced paychecks.

“Today’s party line vote indicated to me that the Democrats are simply not concerned about our state workers getting paid,” Rep. Marsico said.

UPDATE: 12:05 p.m. -  Motion to suspend rules to consider HB 1416 on July 16th was adopted 193-3.

UPDATE 11:58 a.m. – Rep. Marsico has made a motion to suspend the Rules for immediate consideration of HR 414, which would allow SB 850 to be called up, with amendments.

UPDATE 11:52 a.m. – Rep. Sam Smith has made a motion to suspend House Rules to permit the House to consider HB 1416, PN 2433, along with A02779 on July 165, 2009, together with any amendments filed by 5pm today.

Citizens Urge for 'Better Choices for Pennsylvania' on Third Day of Rallies

Led today by Stephen Herzenberg, the Executive Director of the Keystone Research Center,  a coalition of concerned citizens held their third rally in as many days in the Main Rotunda of the Capitol Building. Today’s press conference was held to urge legislators to vote down Senate Bill 850 and to support broad based revenue increases in order to fund critical state services.  Speakers today touted the successes and importance of various state programs and services threatened by SB 850. Specifically focused on today were issues of workforce development, higher education, health care and housing services. Check the Capitol Toolbox later for more information.

Governor Issues Statement on House D Budget

Governor Edward G. Rendell today issued the following statement regarding funding for higher education:

“I am pleased that this year’s budget discussion is increasingly emphasizing the importance of higher education access and affordability, especially in this economic crisis.

“Chairman Dwight Evans and the House Democratic leadership have offered exactly the kind of bold and creative thinking we need to solve big challenges. I urge all parties involved in negotiating this budget to give this proposal serious consideration. I join Chairman Evans in making clear that one principle we all must agree upon is that we cannot have a final state budget without providing for proper funding for educating our young people including, of course, public higher education in Pennsylvania.

“Our funding for public colleges and universities and PHEAA grants create opportunities for hundreds of thousands of Pennsylvanians to go to college every year. State funding for public higher education and financial aid is an essential ingredient in making Pennsylvania globally competitive. We have increased funding for higher education by nearly $200 million since I took office to make sure that we have accessible, affordable opportunities for those who want to pursue a college degree. Senate Banking and Insurance – 12:00 p.m.

The committee met to consider three nominations and four bills. The members approved the nominations of Steven Irwin, Robert Lam, and Thomas Michlovic to the Pennsylvania Securities Commission. Rep. Waters  made a motion to amend the Real Property Disposition Plan – Resolution A, to exclude the Scotland School. The motion was adopted by a vote of 196-0.
