Senate & House Democrats, Governor, demand action on HB 1770

Democrats from the House and Senate, along with Governor Rendell, stood outside the Lieutenant Governor’s office this afternoon calling for HB 1770,  legislation that would add a temporary seven week extension of unemployment compensation benefits, paid for out of federal stimulus funds, to be passed out of committee. Senator Tina Tartaglione (D-Philadelphia), Minority Chair of the Senate Labor and Industry Committee, likened the withholding of the bill to a hostage situation, while Governor Rendell characterized the actions of Senate Republicans as “a disgrace.” Check the Capitol Toolbox later for the full story.


Senate Leaders Discuss Budget

Senate President Pro Tempore Joseph Scarnati  (R-Jefferson), Senate Majority Leader Dominic Pileggi (R-Delaware), Senate Appropriations Chairman Jake Corman (R-Centre) and Senate Majority Whip Jane Orie (R-Allegheny) made themselves available to the media following the adoption of Senator Corman’s amendment to HB 1416. Senator Scarnati said the bill as amended is a “reasonable, commonsense approach” to the budget and stressed that there are no tax increases  included in the legislation. “There is no appetite or necessity for a PIT increase,” he said. Senator Pileggi said the main difference between SB 850 and HB 1416 as amended is the “lower spending level”  which is set at $27.1 billion. Senate Judiciary – Off the Floor

The committee met to consider the nomination of Mark D. Stevens to the Court of Common Pleas in Crawford County, and Michael F. Marmo to the Court of Common Pleas in Allegheny County. Senate Finance - Off the Floor

The committee voted unanimously to report as committed SB 1042 amending the Fiscal Code further providing for the PA Emergency Management Agency. Check the Capitol Toolbox later for the full story.

Senate Appropriations – Off the Floor

The committee voted to report as committed SB 1036, SB 1037, SB 1038, SB 1039 and SB 1040, the non-preferred appropriation bills for FY 2009-2010. The committee Democrats voted against reporting the bills because they believe the non-preferred appropriations should be part of the overall discussion on the budget. The members voted unanimously to report HB 1648 which establishes the Interbranch Commission on Juvenile Justice and HB 1654 which amends the Mortgage Licensing Act. Senate Rules & Executive Nominations – Off the Floor

The committee voted unanimously to report the nominations of Kweilin Nassar to the Human Relations Commission and Luke Brubaker to the Milk Marketing Board. The members also voted unanimously to recall certain executive nominations. Check the Capitol Toolbox later for the full story.

Students, Vets, and Reps Rally to Save Scotland School

Students, alumni, veterans and State Representatives were on hand for a rally today in the Main Rotunda of the Capitol Building to bolster support for the Scotland School for Veteran’s Children (SSVC). Members of  veterans groups spoke at the press conference and blasted the administration and legislators who would see funding for veterans benefits severely reduced or eliminated. Two students from SSVC reminded those listening just how important the school is to the children of Pennsylvania veterans, and several State Representatives offered their continual commitment to the school and challenged their peers to fight for the benefits earned by Pennsylvania veterans. HOUSE PASSES HB 1416; SENATE LIKELY TO MAKE BIG CHANGES

House Democrats approved their $27.8 billion, higher education-less budget proposal Friday evening with just two rank-and-file members opposing the measure – a move that, at least temporarily, shifts the focus to the Senate to see how dramatically it changes the bill.  House lawmakers approved the spending plan with a 104-95 vote after a spirited debate lasting roughly three hours. Democratic Representatives Joseph Petrarca (D-Westmoreland) and John Pallone (D-Westmoreland) opposed it, while Republicans Dennis O’Brien (R-Philadelphia), Robert Godshall (R-Montgomery) and Nicholas Micozzie (R-Delaware) supported it. SENATE LEADERSHIP DISCUSSES BUDGET

Senate Majority Leader Dominic Pileggi (R-Delaware), Appropriations Chairman Jake Corman (R-Centre), and Majority Whip Jane Orie (R-Allegheny) met with the media after session Saturday to discuss the budget and the prognosis for the next few days. Senator Pileggi explained House Bill 1416, the budget bill approved by the House Friday night, was reported from Senate Appropriations Saturday morning with a negative recommendation.
