Governor Unveils 'Bridge' Budget Proposal

Governor Ed Rendell said Wednesday that, pending continued stalled negotiations, Monday morning he will ask House leadership to send him Senate Bill 850 to create a “bridge” budget, a move that would allow the state to pay its 77,000 state workers.

The budget is meant to be a temporary one that would allow basic government functions, such as restaurant inspections and employee paydays, to continue while legislative leaders try to reach an agreement, the governor said. He will line-item veto everything else included in SB 850, including money for education and economic development.

Gov. to Legislature: Grow Up

Legislative leaders at Wednesday’s conference committee, who spent the discussion’s first hour debating the time and place of the next day’s meeting, need to “grow up,” Governor Ed Rendell said during his afternoon press conference.

Governor Rendell spoke roughly an hour and a half after the committee meeting had started, and began publicly lambasting the six legislative leaders involved minutes into the press conference.

Budget Expected to Move Monday, Gov says

Governor Ed Rendell said Wednesday that he will ask House leadership to send him Senate Bill 850 first-thing next week to let him create a bridge budget, a move that would allow the state to pay its nearly 77,000 state workers.

The governor said he will line-item veto all but the most basic functions of government included in the bill, including education spending. He emphasized the budget would not be stopgap because it would include basic funding for the entire year, not just one or two months.

Only about 75 line-items of the nearly 770 included in the spending plan would be left after his vetoes, Gov. Rendell said.

House Appropriations – 11:00 a.m.

The House Appropriations Committee met today to consider 40 bills.  House Bills 1419-25 were reported as committed. House Bills 1683-1711 were also reported as committed. House Bills 1663 , 1828, 1874, 1884 were reported as amended, and HB 1858 was reported as amended with Representative Josh Shapiro (D-Montgomery), Rep. Matt Smith (D-Allegheny) and Rep. Matt Bradford (D-Montgomery) joining Republicans in voting in the negative.

House State Government – 10:00 a.m.

GOVERNOR FLOATS STOPGAP BILL; LEGISLATURE LUKEWARM TO IDEA

Governor Ed Rendell said Monday he will push a “stopgap” budget bill later this week if negotiations over the spending plan continue, as they did this weekend, to stall. This measure would allow the state to pay roughly 77,000 state workers scheduled to work without pay until a deal is reached. Details of the plan will be released mid-week, but the governor said it would “get government back to work.” Pennsylvania government is 27 days late with its budget, and the administration has said it cannot pay its workers without one in place. CONFERENCE COMMITTEE BEGINS TODAY

The Conference Committee on HB 1416 will take place today at Noon in the Majority Caucus Room. House Majority Leader Todd Eachus (D-Luzerne), House Appropriations Chair Dwight Evans (D-Philadelphia) and Senator Jay Costa (D-Allegheny), minority chair of the Senate Appropriations Committee will represent the Democrats in conference committee. The Republican conferees are Majority Leader Dominic Pileggi (R-Delaware), House GOP Leader Sam Smith (R-Jefferson) and Senate Appropriations Committee Chair Jake Corman (R-Centre).
