Upon returning from a recess, Conference Committee Chairman Dwight Evans (D-Philadelphia) suggested that some committee members should enter into a discussion with the Governor and his staff in order to find ways to bridge concerns for state employees and work to further resolve the budget. Chairman Evans also suggested that committee staff members should meet to review balance sheets and figure out where agreements can be made and differences can be resolved on, specifically on one-time sources of revenue. Chairman Evans then announced the committee would stand in recess until the call of the chair. Check the Capitol Tool Box later for more information.

At a press conference this afternoon, Governor Rendell made it clear he does not think the Conference Committee on HB 1416 has made enough progress thus far in its meetings. He said he does not believe additional testimony is needed from administration heads, and added the conferees need to stop trying to score political points off each other. The governor also reported he has sent a letter to Senator Scarnati questioning his choice to hold a special election, at a cost of $400,000, for the seat vacated by Senator Wonderling four weeks before a general election. GOVERNOR UNVEILS ‘BRIDGE’ BUDGET PROPOSAL Governor Ed Rendell said Wednesday that, pending continued stalled negotiations, Monday morning he will ask House leadership to send him Senate Bill 850 to create a “bridge†budget, a move that would allow the state to pay its 77,000 state workers. He also publicly criticized legislative leaders involved in Wednesday’s conference committee, saying the lawmakers need to put aside partisan divides and begin discussing substantive differences in spending priorities.
