House D Leadership Says PIT Increase is Off the Table

House Speaker Keith McCall (D-Carbon), House Majority Leader Todd Eachus (D-Luzerne), and Rep. Nick Kotik (D-Allegheny)  fielded questions from the media outside the Lt. Governor’s Office after session today. Rep. McCall confirmed that the “PIT is off the table…and it hasn’t been a point of discussion in well over a month.” He  also indicated that four caucuses have not been able to agree on “spend number.” Check the PLS Capitol Toolbox later today for the full story.


House Appropriations – Off the Floor

On a party line vote, the committee voted to reconsider their vote on HB 1858 as amended from last week. The bill authorizes counties to impose sales or use and occupancy taxes and for an optional sales and use tax for Philadelphia. The committee then voted to report the bill with a new amendment. Democrats Matthew Bradford and Josh Shapiro joined the Republicans in voting against reporting the bill as amended. In other actions, the committee voted to report as amended HB 1418 and as committed HB 1661, SB 563, SB 574 and SB 852. Check the Capitol Toolbox later for the full story.

Governor Rendell Announces $93.6 Million in Stimulus Funds for Water Treatment in PA

Governor Ed Rendell was alongside Secretary John Hanger of the Department of Environmental Protection (DEP) to announce the awarding of $93.6 million in  federal funds from the American Recovery and Reinvestment Act of 2009 (ARRA), which will be used to repair, construct, and update clean water projects throughout Pennsylvania. William Early from the United States Environmental Protection Agency (EPA) was on hand at the press conference in the Main Rotunda of the Capitol Building to present the check to Governor Rendell and Secretary Hanger. Governor Rendell said  the  funds will be used to reinvest in aging water treatment systems which will create jobs, spun the economy, and raise the quality of life for countless citizens across the Commonwealth. SUNDAY’S BUDGET TALKS LEAVE SOUR TASTE IN NEGOTIATORS’ MOUTHS

Lawmakers and the governor’s office remained stuck in a legislative stalemate after two hours of budget negotiations Sunday, and neither side offered optimism the state could soon see a breakthrough. “I was very disappointed we didn’t make much progress this morning,” said Jay Costa (D-Allegheny), Senate Minority Appropriations Chairman. BLUE DOGS TO UNVEIL NEW BUDGET PROPOSAL MONDAY, SMITH SAYS

A coalition of House Republicans and some fiscally conservative Democrats plan to introduce a new budget proposal Monday as an amendment to Senate Bill 850, a measure they said is a compromise spending plan, House Minority Leader Sam Smith unveiled to reporters Sunday afternoon. It could be a rare chance for lawmakers to break through the gridlocked budget, now more than a month overdue, something both public and closed-door meetings between legislative leaders and Governor Ed Rendell have failed to do.
