House Floor Updates

The House unanimously elected Tony Barbush as its new Chief Clerk. As Session wrapped up today, Speaker McCall announced tomorrow will be a non-voting Session day in the House. Friday could also turn into a token Session day, he said. He also announced the Conference Committee on HB 1416 will meet tomorrow at 1:00 p.m. in the Majority Caucus Room.


House Ag – Off the Floor

The House Agriculture and Rural Affairs  Committee met off the floor this afternoon, so that Chairman Mike Hanna (D-Clinton) could update members on the status of on again-off again voting meetings scheduled through the week. He said the shuffling has been due to amendments being drafted to SB 901, which was drafted by Senator Scarnati in an attempt to help an oil production company in his district. House Appropriations – Off the Floor

The House Appropriations Committee met today to consider four bills.  House Bill 721, HB 843, and HB 1231 were unanimously reported as committed. HB 1710 was reported as committed with Republican members voting in the negative. Check the Capitol Tool Box later for more information.

House Rules – Off the Floor

The House Rules Committee met today to consider one bill. House Bill 1902 was unanimously reported as committed. Check the Capitol Tool Box later for more information.

House Education – Off the Floor

The House Education Committee met unexpectedly this afternoon to consider SB 281, which was unanimously reported with a negative recommendation. Several Republican decried the process, but ultimately voted for the motion in order to move the bill forward.

Pileggi Discusses Gov's Blue Lines

Senate Majority Leader Dominic Pileggi (R-Delaware) spoke to the media live from his Glen Mills District Office shortly after the Governor signed the “bridge budget.” Senator Pileggi said that he could find no rationale behind the governor’s blue lines besides “leverage.” He doesn’t believe the “farcical conference committee process” will produce any serious outcome and called on the Governor to stop the “dog and pony show” and begin serious negotiations. Senator Pileggi remains committed to not increasing taxes and affirmed that the only two people that still want a PIT increase is Governor Rendell and House Appropriations Chairman Dwight Evans (D-Philadelphia).  He indicated that the budget shortfall can be filled with the cuts, the Rainy Day fund, and a transfer of the tobacco tax. Other “revenue enhancements” such as video lottery won’t stand a chance, calling it   “the worst public policy idea advanced in Pennsylvania in a generation.” Check the PLS Capitol Toolbox later today to read the full story.

Governor Signs SB 850; stresses it is not a budget

Governor Rendell signed SB 850 today, emphasizing it is merely legislation to enable state workers to get paid, and is not a budget in itself. The governor said he hopes the bill will send legislators back to the table to negotiate “anew and in earnest.”

Following the governor’s bluelines, SB 850 will total roughly $11 billion in spending, and will cover those areas deemed essential for “public protection” in addition to state worker pay. House Veterans Affairs & Emergency Preparedness – 10:00 a.m.

The committee voted unanimously to report as committed HB 1789. The legislation amends the Public Safety Emergency Telephone Act to establish a method of collection for pre-paid, E-911, wireless service. Check the Capitol Toolbox later for the full story.

RENDELL TO SIGN BRIDGE BUDGET

Governor Ed Rendell will sign budget legislation authorizing state employees to be paid at 11:00 a.m. today in the Governor’s Reception Room, Main Capitol.

GOVERNOR SIGNS HB 1770, OFFERS UPDATE ON WHAT’S NEXT FOR BUDGET

Following a decisive House vote yesterday, HB 1770 was signed into law by Governor Rendell this afternoon, putting into place the opportunity for Pennsylvanians who have run out of unemployment benefits to receive up to seven additional weeks of payments. “This legislation will put money in people’s pockets and infuses $145 million directly into our economy this year,” the governor said, though acknowledging much of the cash will likely go towards necessities like food and clothing. According to the governor and Labor and Industry Secretary Sandi Vito, those who are eligible for the extended benefits will be notified automatically by mail with instructions on how to proceed.
