Senate Approp Subcommittee on Program Performance – 11:00 a.m.

The Senate Approp Subcommittee on Program Performance held a meeting to  learn about performance based budgeting. The subcommittee heard from representatives of Virginia’s successful Council on Funding and SAS Institute, a provider of business intelligence. The subcommittee learned about the successes Virginia has had in measuring outcomes and about performance management.

Pennsylvania Budget and Policy Center warns against Single Sales Factor

In a conference call this morning, the Pennsylvania Budget and Policy Center recommended that lawmakers and the governor should “just walk away” from a proposal to adopt a single sales factor into the Pennsylvania tax code. PBPC Executive Director Sharon Ward said incorporating the measure would add another business tax loophole to the state’s tax system at a time when Pennsylvania can least afford it. Former Revenue Secretary Tom Wolf and Michael Mazerov, of the Center on Budget and Policy Priorities in Washington DC, both argued against the measure, advising that apart from anything else, a single sales factor approach has proved to be largely ineffective in the eight states it has been implemented. GOVERNOR SIGNS SB 850; STRESSES IT IS NOT A BUDGET

Governor Rendell bluelined and signed SB 850 yesterday, emphasizing it is merely legislation to enable state workers to get paid, and is not a budget in itself. The governor said he hopes the bill will send legislators back to the table to negotiate “anew and in earnest.” Following the governor’s bluelines, SB 850 will total roughly $11 billion in spending, and will cover “critical public health and safety services” in addition to state worker pay. “A small number of cases where lives are at stake or public safety is in immediate peril are also funded in this budget,” he said. PILEGGI SLAMS VIDEO LOTTERY

House Democrats and Governor Ed Rendell’s proposal to raise money by legalizing video lottery machines isn’t likely to receive Senate Republican approval. To put it mildly. “Video poker is probably the worst public policy idea that’s been advanced in Pennsylvania in a generation,” Senate Majority Leader Dominic Pileggi (R-Delaware) told reporters Wednesday afternoon.
