Governor Rendell signed HB 1648 into law this morning, paving the way for the creation of an Interbranch Commission on Juvenile Justice to investigate the recent juvenile justice scandal surrounding the Luzerne County Court of Common Pleas. Given the magnitute of the number of youths affected, Pennsylvania Supreme Court Chief Justice Ronald Castille said the actions of former Luzerne County judges Mark Ciavarella and Michael Conahan constitute “probably the worst tragedy that I have ever seen in probably the history of the United States.” Check the Capitol Toolbox later for the full story.
