Senate Appropriations – Off the Floor

The committee voted to report as committed nine bills providing appropriations for the Public School Employees’ Retirement Board; the State Employees’ Retirement Board; the Bureau of Professional & Occupational Affairs; the Workmen’s Compensation Administration Fund; the Public Utility Commission; the Office of Consumer Advocate; the Office of Small Business Advocate; and for the State Gaming Fund. Senate Rules & Executive Nominations – Off the Floor

The committee voted unanimously to report as committed the following bills: SB 240 amending Titles 35 and 75 regulating emergency medical services systems; SB 563 amending the Mechanics’ Lien Law; and SB 862 providing for the conveyance of certain lands in Centre County. The members also voted unanimously to re-refer the reappointment of Dennis Martire to the Labor & Industry Committee for the purpose of a public hearing. Concerned Senators Urge Resolution on Philadelphia Financial Crisis

Democratic Senators held a press conference today in front of the Lt. Governor’s office to urge Senate Republicans to quickly pass a bill that would allow the city of Philadelphia to impose a 1% city sales tax increase. Senate Democratic Floor Leader Robert Mellow (D-Lackawanna) explained that he has been contacted by Philadelphia Mayor Michael Nutter who said that by August 15th if a financial plan is not in place he will be forced to resort to “drastic measures,” likely involving the cutting of 3,000 city jobs including fire and police protection. Senator Larry Farnese (D-Philadelphia) called on other newly elected Senators to “put partisan politics behind them and get down to business.” Check the Capitol Tool Box later for more information.

RENDELL DISCUSSES IMPACT OF BUDGET IMPASSE ON HIGHER EDUCATION

Governor Rendell called on the Legislature to send him a budget bill that “adequately funds higher education” at a press conference Saturday at Harrisburg University. “I refused to sign SB 850 because we can and must do better,” he said, and emphasized that the bill “slashes PHEAA grants by $21 million.” The governor stated that 175,000 students depend on PHEAA grants to attend college, and the budget stalemate is holding up the funds. He said there is an increased amount of PELL grants through federal stimulus money but “50,000 will not be eligible.” Check the PLS Capitol Toolbox to read the full story.

GOVERNOR SIGNS JUVENILE JUSTICE REFORM MEASURE

Governor Rendell signed HB 1648 into law Friday morning, paving the way for the creation of an Interbranch Commission on Juvenile Justice to investigate the recent scandal surrounding Luzerne County’s juvenile justice system. Potentially as many as 6,000 youths were affected by the actions of former Luzerne County judges Mark Ciavarella and Michael Conahan, who perpetrated a “terrible miscarriage of justice,” according to the governor, by receiving as much as $2.6 million in kickbacks
