Governor Against More Cuts to Libraries

Governor Rendell held a press conference today at the East Shore Area Library to discuss the significant role libraries play in the Commonwealth. He called them “critical” to children’s education as well as providing Internet access and resources to the community at large. He stated that the budget impasse is a “A fight to determine what kind of future we’re going to have as a society, and said SB 850 would take library funding to the level it was 11 years ago. Senate Appropriations – Off the Floor

The committee reported as amended HB 1663 appropriating money for fiscal year 2009-2010 from the State Gaming Fund for the operations of the Gaming Board and the operations of the Department of Revenue, the State Police and the Attorney General with respect to their responsibility under the Act. On a party line vote, the committee added an amendment providing a 5% reduction in the operating costs approved by the House. See the Capitol Toolbox later for the full story.

HOUSE DS INTRODUCE NEW VIDEO-POKER BILL

Democrats on Monday introduced a new version of video-lottery legislation, a signal they are intent, despite concerns from the Senate, to push the proposal as part of a package of options to help the state bridge its gaping budget gap. The new measure, House Bill 1921, would earmark 50 percent of its revenue for municipalities who host the newly legalized machines. A previous video-lottery proposal directed the money toward helping students pay for higher-education. The remainder of the proposal’s profits, minus administrative costs, would be directed to the General Fund to help bridge the deficit. CONCERNED SENATORS URGE RESOLUTION ON PHILADELPHIA FINANCIAL CRISIS

Senators from Philadelphia, Lackawanna, Montgomery, and Allegheny Counties today urged Senate Republicans to quickly pass HB 1828, which will allow the City of Philadelphia to impose a 1% city sales tax increase. Democratic Senate Floor Leader Robert Mellow (D-Lackawanna) said that the financial situation in Philadelphia is not only relevant to the residents of the city, but also to residents of the Commonwealth as a whole.
