Smith asks D Leaders to reconvene House, vote on Tax Code measure

At a press conference this afternoon, House Minority Leader Sam Smith (R-Jefferson) asked that Democratic Leaders reconvene the House and bring a Tax Code bill up for a vote as soon as possible.  Convinced the votes do not exist to pass a tax increase in the House at this point, Rep.  Smith questioned, “Why are we messing up people’s lives for something that isn’t going to happen?”

House Gaming Oversight discusses table games

At a public hearing that began at 9 a.m. and lasted into the afternoon, the House Gaming Oversight Committee heard from a number of stakeholders on the merits of bringing table games to Pennsylvania. Casino operators, representatives of the Commonwealth’s equine industry, tourism industry, and research firm Innovation Group were among those offering testimony. Senate Transportation – 9:30 a.m.

The committee voted unanimously to report as committed SB 1047 which amends the Rail Freight Preservation & Improvement Act to allow certain railroad companies to perform work at their own costs with company forces without putting the contract out for contract. Minority Chairman Barry Stout (D-Washington) expressed concern with the bill’s impact on the prevailing wage and the Act. President Pro Tempore Joseph Scarnati (R-Jefferson), prime sponsor of the bill, said he is willing to work with Senator Stout to address his concerns. PHILLY SALES TAX BILL MIGHT GET SENATE APPROVAL IN LATE AUGUST

The Senate will begin considering a bill designed to ease Philadelphia’s budget crisis on Wednesday, the start of at least a two-week process in the chamber Democrats have already said has been too-long delayed. House Bill 1828, which was approved in the House on August 5, would allow Philadelphia to increase its sales tax by 14 percent and restructure its pension system. Mayor Michael Nutter, who has been in the Capitol frequently in recent weeks to lobby for the measure, has said it is critical for the city to bridge its budget gap without significant layoffs. GOVERNOR OPPOSED TO MORE LIBRARY CUTS

Governor Rendell held a press conference yesterday at the East Shore Area Library to urge the Legislature to give him a budget that does not include “devastating cuts” to libraries throughout the state. “I am fighting for a $68 million library subsidy,” he said and indicated that SB 850 “would take funding back to 11 years ago.” The governor was joined by Dauphin County Library System
