At an off the floor meeting this afternoon, the Senate Community, Economic and Recreational Development committee reported out Senator Tomlinson’s table games legislation, SB 1033, by a vote of 7-5. Senators Jim Ferlo (D-Allegheny), John Gordner (R-Columbia), Jane Orie (R-Allegheny), Jeff Piccola (R-Dauphin) and Mike Waugh (R-York) made up the ‘no’ votes. Chairwoman Jane Earll (R-Erie) advised that while the legislation is being moved forward, it will be re-referred back to the committee for substantive amendments – including language dealing with the Rivers Casino issue – at a later time. The PA Commission for Women and the PA Breast Cancer Coalition were joined by supporters this afternoon to kick off Breast Cancer Awareness Month. Standing in front of the Capitol Fountain, which had its water dyed pink for the month of October, the advocates delivered their message of awareness to the crowd. This message was to promote education to women across the state about the disease, since 1 in 7 will be diagnosed with breast cancer, to spread the word about the availability of free treatment for those without health coverage, and to announce the second edition of an insurance guide titled “Breast Cancer: Covered or Not?” Speakers included Leslie Stiles, the Executive Director of the Commission for Women, DGS Secretary James Creedon, Senator Vince Hughes, and Pat Halpin Murphy, the President and Founder of the PA Breast Cancer Coalition. Check the Capitol Toolbox later for the full story.

The committee voted unanimously to report as amended SB 973 which amends the Home Improvement Consumer Protection Act to provide for the definition of home improvement retailer and specific processes by which they must adhere to the current law; provide for self insurance in certain instances; and establish the Home Improvement Account. The adopted amendment was described as strengthening the self insurance section of the bill. Check the Capitol Toolbox later for the full story.

Pennsylvania Department of Health Deputy Secretary Michael Huff and Acting Physician General Dr. Stephen Ostroff held a webinar this morning in which they discussed the initial H1n1, or Swine Flu vaccination distribution plan for the Commonwealth. Huff explained that today is the first day health care providers will be able to place orders for the newest, and first available vaccine known as LAIV. Huff stated the first group of individuals slated to begin receiving the vaccine will be healthy children aged 5-9 years old as an attempt to reduce the spread of contraction. Dr. Ostroff also reported that additional vaccines that are intended to be used for other targeted populations, and eventually the general public should start flowing to health care providers by mid-October. The House Intergovernmental Affairs Committee met today to consider three resolutions and two amendments. HR 406 was reported as amended. Rep. Carl Metzgar (R-Somerset) raised discussion as to the benefits of the resolution and it’s amendment. HR 420 was unanimously reported as amended and HR 441 was unanimously reported as committed. The committee held a public hearing on HB 1322. Members heard testimony from the Pennsylvania Bar Association, the Regional Housing Legal Services, and the Housing Alliance of Pennsylvania on the issue of adverse possession. Check the PLS Capitol Toolbox later today to read the full story.

The committee unanimously reported as committed a bridge designation bill and a road designation bill. HB 1993 designates the reconstructed Gay Street Bridge in Phoenixville as the Veterans memorial Gay Street Bridge. SB 1070 designates a portion of Route 611 in Monroe County as the Trooper Joshua D. HOUSE DS TO VOTE ON GAS TAX TODAY
The budget agreement’s framework remains in place despite vocal concerns from rank-and-file House Democrats, Majority Leader Todd Eachus (D-Luzerne) told reporters Tuesday evening after spending nearly five hours in caucus during the representatives’ first meeting since the governor and legislative leaders announced a budget deal nearly five-and-a-half weeks ago. But the majority leader also said rank-and-file members — whose complaints continue to range from taxing the arts instead of smokeless tobacco, levying a fee on small games of chance, and leasing too much land in the Marcellus Shale region for natural gas drilling — will vote today on a proposed natural gas extraction tax. Not too busy for a last minute interview, Lansdale Borough Council Member and Democratic hopeful to former Senator Robert Wonderling’s (R-Montgomery) vacant Senate seat, Anne Scheuring took a some time on the eve of the special election to answer some questions from PLS.
PLS: How’s the campaign coming?
Anne Scheuring: Tomorrow is election day. Yesterday, family, friends, committee, union workers and supporters placed over 31,000 door hangers. Great work. This will be done again on Tuesday am. If all the Dems get out to vote, we should be the winner, but history shows that the Republicans are the ones that get out for special elections. We shall see. Wish us luck.
PLS: What prompted your run for Senator Wonderling’s vacant seat?
AS: I am tired of seeing the same old headlines coming out of Harrisburg everyday. It is time to elect someone who is untainted from the misuse of power and disregard of public interest. I want to bring common sense, independent thinking and responsibility back to Harrisburg. It is time for change.

Representative John Bear (R-Lancaster) and Rep. Stan Saylor (R-York) took to the bullhorn today to try and speak over the hundreds of union workers who gathered to protest Rep. Bear and Rep. Saylor’s press conference to introduce House Bill 2010, the Open Contracting Act, which would end project labor agreements (PLAs). While union workers adamantly disagreed, Rep. Bear asserted that PLAs are 1) discriminatory, 2) an ineffective use of tax money and 3) “nothing more than political paybacks.” Rep. Bear called PLAs “a form of mandatory unionism,” while Rep. Saylor charged that the elimination of PLAs was ultimately about controlling government waste and cronyism. Check the Capitol Toolbox later for more information.
