Senate Appropriations reports House budget with negative recommendation

This afternoon the Senate Appropriations Committee reported the House spending plan for the upcoming budget, HB 2279, out of committee with a negative recommendation. Senate Majority Leader Dominic Pileggi (R-Delaware) said the negative recommendation reflects the caucus’ opinion that the spending level is too high and ultimately unsustainable. Senate Democrats voted in favor of the motion, though Minority Chairman Jay Costa (D-Allegheny) said his caucus would support a “neutral recommendation.” The committee also considered a number of other bills at its meeting. PA NEWSPAPER ASSOCIATION DISCUSSES RIGHT TO KNOW LAW

Recently the Pennsylvania Newspaper Association held a conference call with editors and other stakeholders to clarify the various elements of the state’s updated Right to Know Law. The law establishes guidelines for what information is or is not publicly accessible, and provides for Right to Know requests to obtain copies of public records. PNA Media Law Counsel Melissa Melewsky fielded questions about what kinds of information falls under the law, what agencies are or are not exempt, what personal information must be provided as part of a Right to Know request, and how the appeals process works. MARCELLUS SHALE DRILLING FACING GREATER SCRUTINY
