20th Annual SEIU Lobby Day Demands Funding

Union members rallied today inside the rotunda for their 20th annual Budget Rally. The SEIU local 668 and guest speakers called on legislators to pass a fair and timely budget, which would help fund human services. Local SEIU president Kathy Jellison called out Republican Representative Daryl Metcalfe, for his recent stance on State funding of the union. Governor Rendell, Senator Casey, NC Governor Perdue and MI Senator Stabenow urge FMAP extension

Speaking on a conference call this afternoon, Governor Rendell and Senator Bob Casey, along with North Carolina Governor Bev Perdue and Michigan Senator Debbie Stabenow urged Congress to pass legislation to extend enhanced Medicaid for a further six months, through June of 2011. Governor Rendell called it a “jobs bill” and Governor Perdue agreed that successful job creation efforts hinge on it. Senate Transportation Committee Start Funding Hearings

The committee held the first in a series of statewide hearings on the Commonwealth’s transportation infrastructure and mass transit funding needs. Today the committee heard from PennDOT Secretary Allen Biehler, the project manager for the Transportation Advisory Committee Transportation Funding Study Dennis Lebo, Elam Herr from the Pennsylvania State Association of Township Supervisors, and Douglas Hill from the County Commissioners Association of Pennsylvania.  Chairman John Rafferty (R-Montgomery) said the committee will be conducting  a series of public hearings throughout the state to receive testimony from stakeholders and members of the public. House Environmental Resources and Energy Met to Discuss Waste Water Regs

The House Environmental Resources and Energy Committee voted to exercise their prerogative to review Independent Regulatory Review Committee (IRRC) final regulation #2783/Environmental Quality Board #7-440 for two weeks. The Chairman told members the Senate Environmental Resources and Energy Committee had also voted to review the final form regulation prior to it going to IRRC for final disposition. Resources for Human Development coalition urges lawmakers: “stand for us”

This morning a coalition of support organizations known collectively as Resources for Human Development rallied to urge lawmakers to support investments in the needy and to take a “balanced approach” to solving the budget crisis. Senators Vince Hughes (D-Philadelphia) and Daylin Leach (D-Montgomery), along with Rep. Ron Waters (D-Philadelphia) were on hand to show their support for protecting critical services. Legislators and Conservation Groups Call for Gas Severance Tax, Leasing Moratorium and Passage of Environmental Regs

Representatives Greg Vitali (D-Delaware), David Levdansky (D-Allegheny) and Babette Josephs (D-Philadelphia) and Senators Daylin Leach (D-Montgomery) and James Ferlo (D-Allegheny) joined with PennFuture, the PA Sierra Club and the PA Environmental Council to discuss a host of environmental issues.

During the press conference speakers called for the imposition of a severance tax on gas drilling and the application of a portion of those funds for environmental and local community needs. They also called for a moratorium on the leasing of additional acreage for gas drilling and the swift passage of environmental regulations addressing waste water discharge resulting from gas drilling. PERC Discusses Amendment to HB 2497 and Pension Reform

The Public Employee Retirement Commission met this morning to discuss the actuarial note for Amendment A07493 to HB 2497, which provides for extensive revisions to the state’s two major pension systems–SERS and PSERS. The commission reviewed the changes contained in the amendment and policy considerations for the General Assembly and Governor to consider.

PA Chamber Day: Chambers Offer Budget Perspective

Today at the Capitol, the PA Chamber of Business and Industry, PA Association of Chamber Professionals, as well as many other statewide local chambers of commerce came together to discuss what they believe is needed to grow more private-sector jobs. House Commerce amends, reports e-filing bill

This morning the House Commerce Committee reported as amended HB 2322, legislation known as the Uniform Real Property Electronic Recording Act. The bill, sponsored by Rep. Mark Longietti (D-Mercer), provides for the validity of electronic documents and authorizes county recorders of deed to use them. The bill passed despite concerns raised by Rep.
