Senate Envi Discusses Marcellus Shale Safety

The Senate Environmental Resources and Energy Committee held a hearing this morning to hear from DEP Secretary Hanger and representatives of the Marcellus Shale Coalition to discuss safety issues relating to drilling for natural gas in the Marcellus Shale formation. All sides agreed with the need to develop a culture of safety in the industry, noting the black eye that a recent blowout in Clearfield County and the leak in the Gulf have given the industry.

Legislative leaders re-engage in budget negotiations

Leaders from the four caucuses re-engaged in budget negotiations Wednesday morning, with two Republican officials saying afterward discussion focused on possible federal medical assistance funding and determining how much revenue the state has to spend.

The talks came a day after Democrats and Governor Ed Rendell announced they would pursue closed-door negotiations instead of trying to approve a tax package in the House. The latest failed attempt to approve new taxes in the House came Tuesday, after several rank-and-file members voiced dissent about the measure during floor debate.

Committee Meets To Discuss Adult Day Care

The House Aging and Older Adult Services Committee met this morning to listen to testimony concerning the need for expanded adult day care services for seniors. Representative Katharine Watson offered up HB 269 (Adult Day Resource and Referral Act) as a means to help these organizations. For full details, check out the Capitol Toolbox later this afternoon.

Professional Licensure Committee Conducts Hearing on Appraisal Management Company Legislation

The House Professional Licensure Committee conducted a public hearing this morning on House Bill 2334 which provides for the registration and regulation of appraisal management companies by the State Board of Certified Real Estate Appraisers. Acting Secretary of the Commonwealth Basil Merenda, Appraisers Board Chairman Daniel Bradley and representatives from the Pennsylvania Association of Realtors, the appraisal management community, and the Appraisal Institute all testified in support of the legislation. Committee Chairman Michael McGeehan (D-Philadelphia) said the committee is committed to considering the legislation in the near future. Check the Capitol Toolbox later today for the full story.

GOVERNOR RENDELL, SENATOR CASEY, NC GOVERNOR PERDUE AND MI SENATOR STABENOW URGE FMAP EXTENSION

Speaking on a conference call yesterday, Governor Rendell and Senator Bob Casey, along with North Carolina Governor Bev Perdue and Michigan Senator Debbie Stabenow urged Congress to pass legislation to extend enhanced Medicaid for a further six months, through June of 2011.  Senator Stabenow said Democrats are “absolutely committed” to the provisions of the bill, that she said will create jobs and ensure help for people who have lost their jobs and need temporary healthcare. The bill would also extend unemployment benefits through November. Senator Casey said it is rare to see an issue with such bipartisan support and general urgency about it. He pointed out there would be both a large fiscal and a large human impact if the bill is not passed. “We’ve got to get it done,” he said.
