House Labor Discusses Reforms to Unemployment

The House Labor Relations Committee held a public hearing this morning to discuss HB 2400, which provides for changes to the Unemployment Compensation Law. The committee heard testimony from businesses, labor, and the Department of Labor & Industry. Business representatives were largely concerned with the requirements of the legislation whereas labor was largely supportive.

IRRC Approves Wastewater Treatment Requirements

The Independent Regulatory Review Commission approved regulation No. 2806 Environmental Quality Board #7-446: Wastewater Treatment Requirements 4-1 with Commissioner Silvan Lutkewitte voting in the negative. The Commission received extensive comment on the regulation from a wide variety of stakeholders including PennFuture, the Pennsylvania Chamber of Business and Industry and the Department of Environmental Protection. Governor Rendell Discusses Tax Amnesty Program, May Job Numbers and Stimulus Projects

Today, Governor Rendell made himself available to mainly discuss May job numbers and the effects of the federal stimulus funds on Pennsylvania. First, he briefly discussed the tax amnesty program. He said we’ve so far reached $180 million and is “confident we’ll make the $190 million budget assumption” by the deadline. He congratulated the Revenue Department and the advertising campaign for a successful job done, which cannot keep up with the large amount of online payments. Senate Communications and Technology Hearing Questions Competitiveness of KINBER Project

The Senate Communications and Technology Committee met this morning with representatives from the Keystone Initiative for Network Based Education and Research (KINBER) and the Pennsylvania Research and Education Network (PennREN) to discuss a recent federal grant award. The grant provides funding for the construction of a new fiber optic network to be utilized for educational, healthcare and economic development needs across the state. Most questions centered on whether the new network will compete with private companies offering broadband access. Check the Capitol Toolbox later today for the full story.

LEGISLATIVE LEADERS RE-ENGAGE IN BUDGET NEGOTIATIONS

Leaders from the four caucuses re-engaged in budget negotiations Wednesday morning, with two Republican officials saying afterward discussion focused on possible federal medical assistance funding and determining how much revenue the state has to spend. The talks came a day after Democrats and Governor Ed Rendell announced they would pursue closed-door negotiations instead of trying to approve a tax package in the House. The latest failed attempt to approve new taxes in the House came Tuesday, after several rank-and-file members voiced dissent about the measure during floor debate. But Wednesday’s negotiations focused less on possible taxes and more on how much the state can spend in the coming fiscal year. According to House Republican Minority Leader Sam Smith (R-Jefferson), the leaders agreed Pennsylvania will have $27.5 billion to allocate if Congress approves $850 million in FMAP funding, and about $26.65 billion if it doesn’t.
