Disagreement Over Legislative Office Continues Stalling Fiscal Code

Disagreement over a Legislative Fiscal Office continued Thursday night despite ongoing informal negotiations, leaving the still unresolved Fiscal Code hanging in the balance a day after lawmakers approved a General Appropriations bill.

Gov says June revenues up; expects to sign budget Tuesday

This afternoon Governor Rendell held a brief press conference to announce that June revenues for the state came in above estimates. The positive figures, he said, indicate a recovery is coming and also mean Pennsylvania’s deficit for the year has been reduced to $1.176 billion from previous estimates of between $1.2 and 1.3 billion.

The governor also indicated his involvement in negotiating the remaining pieces of the budget puzzle has effectively ended, with the four legislative caucuses left to hammer out their remaining disputes over issues such as the creation of an independent fiscal office. He said he expects at this point to sign the budget and all its associated legislation on Tuesday, July 6, in Harrisburg. BUDGET BILL HEADS TO GOVERNOR

House lawmakers overwhelmingly voted to approve a $28.05 billion spending bill Wednesday, guaranteeing the state will have an on-time budget for the first time in 8 years. The vote passed by 117-84 minutes after suspending the rules to consider the bill. The House received the budget bill after it gained approval with a 37-13 vote in the Senate earlier Wednesday.

RENDELL URGES CONGRESS TO PASS FMAP

Governor Rendell and a bipartisan group of governors from across the nation urged Congress yesterday to extend federal Medicaid assistance to states, warning that a failure to do so would bring dire economic and human consequences and lead to dramatic reductions in public services. “The six-month extension of FMAP funding is vitally important to the people of America, to the services they receive, and to the economic recovery of this country,” said Governor Rendell. “Right now, the most important thing is the recovery. We’re starting to see real signs of hope, and this is not the time to stop our progress.
