House Consumer Affairs Discusses Siting of Natural Gas Pipelines

The House Consumer Affairs Committee this afternoon discussed HB 1817, which would provide for an interstate compact among the mid-Atlantic states regarding the placement of natural gas pipelines. The committee heard from UGI, which advocated for alternatives above the creation of a new layer of bureaucracy, and from PA residents who have been impacted by the placement of pipelines in the past and the frustrations they experienced in that process.

PennEnvironment Report Links Extreme Weather to Global Warming

PennEnvironment held a press conference in the Capitol Rotunda to release a new report entitled Global Warming and Extreme Weather: The Science, the Forecast, and the Impacts on America. Hamna Mela, PennEnvironment Federal Field Associate, said the report “details the latest science linking global warming to hurricanes, coastal storms, extreme precipitation, and heat waves.” While conceding that “no single event can be entirely attributed to global warming,” Mela emphasized that “each weather event arises from a combination of short term weather patterns and long-term climatic trends and global warming loads the dice for severe weather.” PennEnvironment was joined by Penn State Professor Michael Mann; Kevin Stewart, Director of the American Lung Association of the Mid-Atlantic; and Dr. Arno Vock in announcing the release of the report. Hunger Caucus Hosts “Hunger Education Day”

The General Assembly’s Hunger Caucus today hosted a “Hunger Education Day” program at the Capitol Hunger Garden located next to the Main Capitol Building. Caucus co-chairs, Senator Michael Brubaker (R-Lancaster) and Rep. John Myers (D-Philadelphia), along with Agriculture Secretary Russell Redding and Deputy Education Secretary Michael Walsh stressed the importance of vegetable gardens to combat hunger and provide low-cost meals. Chefs from the Eat’n Park Hospitality Group demonstrated how to cook low-cost meals using ingredients grown in the Hunger Garden. Check the Capitol Toolbox later for the full story.

House Judiciary Discusses Allowing Experts to Testify on Behalf of Rape Victims at Trial

The House Judiciary Committee held a public hearing on HB 2255, relating to expert witnesses in rape trials. All who testified supported the legislation as a means to fully explain to the jury the misconceptions juries often have as to the actions of rape victims. SECRETARY DICHTER LEAVING RENDELL ADMINISTRATION

Governor Edward G. Rendell announced yesterday that Department of Public Welfare Secretary Harriet Dichter will resign Wednesday, Sept. 15, to open the Washington, D.C., office of the First Five Years Fund, which is dedicated to improving federal policy for early education. The governor has named Michael Nardone, deputy secretary for DPW’s Office of Medical Assistance Programs, as acting secretary starting Sept. 16. “Harriet Dichter has been instrumental in helping my administration achieve some of its most important accomplishments, particularly in the area of early childhood development,” the Governor said. “As our founding deputy for the Office of Child Development and Early Learning, she provided a national model for bringing together all early learning programs sponsored by education and human services into one integrated approach.” Check out the Press Releases section of the PLS Capitol Toolbox to read the governor’s full statement.
