Gov touts benefits to PA of healthcare reform act

Governor Rendell today provided details about a part of the federal healthcare reform act known as the Early Retiree Reinsurance Program; one of four aspects of the new law he intends to highlight as beneficial to the state in a series of press announcements. The program provides $5 billion in assistance to employers to help maintain coverage for retirees until they are eligible for Medicare. The governor said 103 employers in Pennsylvania, including the commonwealth itself, have signed up for the program.  According to the governor the program will relieve $119 million in tax burdens associated with retiree healthcare costs for Pennsylvania taxpayers.

At the press conference Governor Rendell also commented on the Marcellus Shale severance tax, a Quran burning being planned by a Florida preacher, his characterization of some in the Republican Party as “whackos,” and his efforts to help Democratic candidates Dan Onorato and Joe Sestak. Judiciary Committee Discusses Constable Issues

The House Judiciary Committee conducted an informational meeting on constable issues and possible legislation providing for the education and certification of constables. Representatives from the Pennsylvania Commission on Crime & Delinquency, the County Commissioners Association of Pennsylvania, the Pennsylvania State Constables Association, the Pennsylvania Fraternal Order of Constables and the Pennsylvania State Lodge of the Fraternal Order of Police participated in the discussions. PERC Discusses Defined Contribution Bill, SERS Valuation

PERC met this morning to review the actuarial note for SB 566, which creates a new state pension system based on defined contribution benefits. The review pointed out several omissions in the bill and discussed the merit of transferring the risk to employees. The commissioners also heard from representatives of SERS on the system’s 2009 actuarial valuation. Among the details discussed, it was revealed that the fund had a rate of return of 9.1% for 2009.

RENDELL SAYS DEAL ON SEVERANCE TAX UNLIKELY

According to an article in the Philadelphia Inquirer, Governor Rendell said Wednesday that he doubted he and state lawmakers would meet their Oct. 1 deadline to pass a tax on natural-gas drillers – which could pour hundreds of millions of dollars into state and local governments’ recession-ravaged coffers.  Speaking to reporters after a gathering with local officials and environmentalists in Chester County, Rendell said he would veto any proposal that didn’t come “awfully close” to his plan for a 5 percent tax on sales of the extracted gas, plus an additional 4.7 cents for every 1,000 cubic feet of gas produced.  Asked if he was confident that he and legislative leaders would get a gas tax enacted by their self-imposed deadline, the governor shook his head, smiled, and said, “No.” Click here to read the Philadelphia Inquirer article.
