Third Party Candidates Discuss Ballot Access at Capitol Rally

A group of third party candidates held a rally in the Main Rotunda of the capitol today to discuss ballot access issues. Third party members speaking at the rally included Carl Romanelli, Rick Mase, and Tom Lingenfelter. Senator Mike Folmer (R-Lebanon) spoke about SB 252, his bill relating to ballot access and voter choice.

House Health and Human Services Committee Holds Mental Health Symposium

The House Health and Human Services Committee held a mental health symposium today. The committee heard from a host of professionals from the mental health and corrections community to address the main issues facing mental health in Pennsylvania. The presenters identified affordable housing, collaboration of resources and the closure of state mental hospitals as the key issues in mental health today. Auditor General’s Report Critical of PHMC Inventory System

Auditor General Jack Wagner today issued a special performance audit of the Pennsylvania Historical & Museum Commission (PHMC) which revealed that more than 1,800 artifacts cannot be located and are considered missing. Wagner said he was concerned that hundreds of additional pieces may be missing from the estimated collection of 4.5 million artifacts “because of the museum’s lax oversight and antiquated inventory system.” Among his recommendations is the hiring of a development director to work with private philanthropic organizations and the General Assembly to secure funding for a modern barcode identification system to record and track the artifacts. Rendell: Tax Foundation study shows PA tax climate competitive

Governor Rendell today highlighted a new study by think group the Tax Foundation, which ranked Pennsylvania 26th among states for overall tax burden, and second only to Delaware among nearby states. The governor noted the study was based on Pennsylvania’s statutory 9.99% corporate net income tax rate, which very few business actually pay. Most, he said, are classified as Subchapter S corporations and adhere to the personal income tax rate of 3.07%. In aggregate Governor Rendell said this makes the state’s effective business tax rate 5%, which would have put Pennsylvania in the top fifteen states overall.

When it comes to property taxes, the study ranks Pennsylvania 44th in the country, which the governor said needs to be addressed. Check the Capitol Toolbox later for the full story.

CASH POURING INTO GUBERNATORIAL RACE

According to an article in the Philadelphia Inquirer, As the Pennsylvania gubernatorial race barrels to an end, money is pouring in faster than ever – and not always going in a predictable direction. In the last week, Republican Tom Corbett and Democrat Dan Onorato have collected at least $7 million, according to daily reports filed with state election officials. Corbett has taken the lion’s share, more than $5 million, buoyed in part by two million-dollar payments in three days from a national group, the Republican Governors Association, and $480,000 from the state GOP. STUDENTS RALLY AGAINST UNDERAGE DRINKING & DRUG USE

Over 200 students representing 50 school districts across the Commonwealth conducted a Capitol Hill rally yesterday against underage drinking and drug use. The rally was part of a two day leadership conference conducted by Pennsylvania Students Against Destructive Decisions (PA SADD). According to PA SADD Program Coordinator Felicity DeBacco-Erni, this marked the tenth year for the rally and conference. GOVERNOR SIGNS STATE FOREST DRILLING MORATORIUM

Governor Edward Rendell held a conference call yesterday with reporters to announce that he has signed an executive order which prohibits the Commonwealth from leasing any additional state forest land for natural gas development and to urge action on a natural gas severance tax. Governor Rendell said a “recent and extensive evaluation of the state forest system” by the Department of Conservation and Natural Resources was the impetus for the moratorium. “Their findings were clear,” he said. “We cannot lease any additional state forest land that would lead to further surface disturbance without significantly altering the ecological integrity and wild character of our state forest system.” Check out the Press Conferences section of the PLS Capitol Toolbox to read the full story.

STATE FOREST DRILLING TO BE CURBED BY RENDELL ORDER

According to an article in the Pittsburgh Post Gazette, Governor Ed Rendell plans a moratorium on further leasing of state forest land for natural gas drilling after losing a grueling battle to enact a Marcellus Shale tax and watching Republican gubernatorial candidate Tom Corbett — who opposes a tax — take in campaign cash from natural gas companies. Corbett featured at Press Club

Attorney General and Republican gubernatorial hopeful Tom Corbett was featured at today’s Press Club luncheon. Corbett answered questions ranging from who may succeed him as Attorney General to how he would make himself available to the press if elected governor. Corbett also addressed the campaign money he has received from drilling interests and its influence on his position against a Marcellus Shale severance tax.
