House Gaming Oversight Committee Hears Testimony Regarding Audits of the PA Gaming Control Board

Auditor General Jack Wagner testified in front of the House Gaming Oversight Committee in support of House Bills 939 and 2002, which provide for audits of the Pennsylvania Gaming Control Board and funding for these audits. He stated audits are a great way to ensure the Gaming Control Board is following the intent of the gaming law and other important laws, such as the Commonwealth Procurement Act and the Sunshine Act.  He indicated the Department of the Auditor General has a responsibility to make sure the Commonwealth and taxpayers are getting their fair share of gaming revenues and while these bills do not give special treatment to the Auditor General they would ensure equal treatment with other agencies that are paid for their gaming-related work by the gaming entities.  He added the Department of the Auditor General has had to push important audits of other departments to the side in order to complete these audits of the Gaming Control Board and if they were reimbursed by the gaming industry this would not happen.  Look for the full story in the Capitol Toolbox later this afternoon.

GOVERNOR’S PRIVATIZATION COUNCIL SETS GOALS; LEARNS LESSONS FROM INDIANA IN FIRST PUBLIC MEETING

The Governor’s Advisory Council on Privatization and Innovation held its first public meeting yesterday in the Rachel Carson State Office Building in order to delegate certain tasks and to take in a presentation from the former mayor of Indianapolis as well as Indiana Governor Mitch Daniels’ Deputy Chief of Staff. Council Chairman Jack Barbour began the meeting by noting the panel will mostly spend its time focusing on innovation and increasing efficiency in state government, with privatization (particularly public-private-partnerships) taking only a minor role in the advisory council’s activities. Barbour highlighted the process for implementation of discovered initiatives, by noting they will be ranked after analysis and the most accomplishable goals will be dealt with first. He gave a loose deadline of having some initiatives ready for the 2012-2013 fiscal year. He also said local governments and local government authorities will not be considered by the council, at least initially.
