The Senate adopted in part the Real Property Disposition Plan No. 1 this afternoon with a vote of 47-0, and rejected the inclusion of the Scotland School for Veterans’ Children in the plan’s context. “The Republicans have a plan. We are done with the line items,” said House Republican Appropriations Chairman Mario Civera on the Floor today. He added he has heard at 10:30 p.m. tonight there will be budget discussions the Governor’s residence, with only Democratic Leadership. If that’s the case, he said, when you meet tonight, bring out a bill tomorrow and move the bill from Appropriations whether it’s SB 850 or HB 1416. “We need to move the process,†said Civera.

We’re about a third of the way through the budget negotiations, Eachus said. He said the Democrats will caucus at 2:00 p.m. today, and again at 10:00 a.m. tomorrow, going through budget line by line.
Civera questioned what budget the House Democrats are looking at. We’re mirroring the 11-12 hours of work we did at the Governor’s residence, Eachus said. Senate Bill 850 is out of balance, but we’re still using the same reference point, he explained. The purpose is so our members clearly understand what we’ve been working on in Democratic leadership, and make the same informed judgments as the leaders, he said. Our caucus is concerned with education and health care cuts, we’re “really going to dig into†these issues in the next few days, Eachus announced. Investing in the PA economy is another key area, he said.

The has sunshined Session days, along with Appropriations Committee meetings for every day in July, pending a budget agreement.

It was announced on the House Floor today that Rep-Elect Jerry Knowles (R-Schuylkill) will be sworn in at the start of session on Monday, June 8th at 1:00 p.m.

House Appropriations Chairman Evans announced the committee will take up SB 850 on Monday, June 8, 2009. He stated he would like to gather input from members, since the committee has already heard from the public in the recently-held hearings.

The Senate is currently discussing SB 101 on the floor, and debating on the definition of ‘intentional violations’, with consideration as to whether the bill as written would negatively impact local government officials.
UPDATE: The bill was passed with a vote of 48-1, with Senator Mellow voting in the negative.

After lengthy discussion, the Senate passed SB 850 on the floor in today’s Session. The bill passed the Senate with a vote of 30-20 and will now go to the House for consideration. The final vote was a party-line vote,and voting in the negative were Senators Boscola, Costa, Dinniman, Farnese, Ferlo, Fontana, Hughes, Kasunic, Kitchen, Leach, Logan, Mellow, Musto, O’Pake, Stack, Stout, Tartaglione, Washington, Williams, and Wozniak.

The Senate considered the nomination of Sandi Vito on the Floor to serve as Secretary of the Department of Labor and Industry. The nomination was approved by the chamber with a vote of 45-5, with Senators Folmer, Smucker, Vance, Waugh and Wonderling voting in the negative.
