Senior Citizen Advocates Urge to Preserve the Lottery Surplus

In front of over 300 Pennsylvanian senior citizens, and amid chants of “there’s no place like home,” state legislators and senior advocate associations asked Governor Edward Rendell today to use the lottery surplus to improve conditions for seniors across the state. With an estimated $200 million surplus, representatives and advocate programs described the changes necessary to provide the best care for older Pennsylvanians. Crystal Lowe, the Executive Director of the Pennsylvania Association of Area Agencies on Aging, remarked that many senior facilities statewide are in dire need of upgrade and renovations. AARP Pennsylvania President Estella Hyde stressed the importance of using surplus money to help fund home and community care programs, as opposed to nursing homes. House Aging and Older Adult Services – 9:30 a.m.

The House Aging Committee met to consider one bill, HB 1480, which was unanimously reported as committed without discussion, and to hear a presentation on the role of the Aging Ombudsman. State Ombudsman Wilmarie Gonzalez provided the committee with an overview of her office’s role and discussed the affect that the proposed Aging/Office of Long Term Living merger could have on her office’s responsibilities.

House Aging & Older Adult Services/Labor Relations – 9:00 a.m.

The committees conducted a joint public hearing on the proposed consumer workforce council. Testimony was received by the Rendell Administration and proponents and opponents to the idea. Check the Capitol Toolbox later for the full story.

The House Aging Committee met to consider HB 373, which was unanimously reported as amended after brief discussion on the implications of the grading of the offense.

House Aging & Older Adult Services – 9:00 a.m.

The House Aging Committee held a public hearing on HB 1152, which proposes to merge the Office of Long Term Living with the Department of Aging. The committee heard from stakeholders on all sides of the issue, all of whom expressed general support for the concept. Several testifiers, however, were concerned “the devil is in the details” and they wanted to be sure current services are not impacted negatively.

The committee conducted a public hearing on long-term care insurance. Testimony was presented by Insurance Commissioner Joel Ario, the PA Health Care Association, the PA Association of Non-Profit Homes for the Aging, the American Association of Homes & Services for the Aging and the Insurance Federation of PA.
