The House Appropriations Committee amended and then reported out HB 1838 (providing for the Veteran’s Commission). They also unanimously reported out HB 2030 (a highway naming bill) and SB 928 (providing for divestiture for certain groups with investments in companies doing business in Iran and Sudan. House Approp met this afternoon and considered an amendment to HB 325 that provides for the vendor sales discount, taxes cigars, reduces the cigarette tax, imposes an eight cent tax on natural gas severed at the well head and another eight cents per thousand cubic feet. The two chairmen engaged in a lively conversation and the GOP agreed there is room for negotiation on these taxes if the Dems agree to lower the spend number. The bill was held in committee pending negotiations. Several other bills were reported as committed without discussion.

The House Appropriations Committee met this evening to consider two bills. HB 325 was reported as amended along party line votes. The amended bill will add $333 million to the state’s coffers through an eight percent tax on the extraction of Marcellus Shale, an additional 30 cent tax on cigarettes, and a tax on other tobacco products excluding cigars. The House Appropriations Committee reported out three bills this afternoon: HB 2303, HB 2424, and HB 2425. HB 2425 amends the Tax Reform Code with respect to the sales and use tax vendor discount, corporate net income tax combined reporting, tobacco products tax and severances tax. The legislation was reported as committed with Republican members voting in the negative; Minority Chairman Bill Adolph (R-Delaware) stated that “the news taxes “are going to be spent to balance out of control spending.” Check the PLS Capitol Toolbox later today for the full story.

This afternoon the House Appropriations Committee voted by a 27-8 margin to report out HB 2235, legislation sponsored by Rep. Greg Vitali (D-Delaware) that would establishing a moratorium on the leasing of state forest lands for drilling purposes. Though the bill did receive some positive Republican votes, Minority Chairman Bill Adolph said they were based on fiscal impact alone, and warned there will be greater opposition on the House Floor, when members consider the substance of the legislation. The House Appropriations Committee met to vote on a number of bills. HBs 689, 705, 740, and 1324 were reported as committed. SB 206 was also reported as committed. HB 816 was reported as amended. The hearing was highlighted by Chairman Dwight Evans (D-Philadelphia) calling a brief recess of the committee in order to get the answer to questions posed by Rep. This afternoon at an off the floor voting meeting, the House Appropriations Committee voted out the governor’s proposed budget and its associated spending bills. The budget bill (HB 2279) was amended and then reported along a party line vote, with Republicans in the negative. Chairman Dwight Evans (D-Philadelphia) indicated the bills will now be in line for March 22nd floor vote to move them out of the House and before the Senate.
