House Commerce amends, reports e-filing bill

This morning the House Commerce Committee reported as amended HB 2322, legislation known as the Uniform Real Property Electronic Recording Act. The bill, sponsored by Rep. Mark Longietti (D-Mercer), provides for the validity of electronic documents and authorizes county recorders of deed to use them. The bill passed despite concerns raised by Rep. House Commerce Committee Reports Two Bills and Tables One

The House Commerce Committee reported out legislation amending Title 15 to allow for electronic notification (HB 2363) and legislation amending Title 7 to remove duplicate licensing requirements (HB 2547). The Committee voted to table HB 2322 until their next meeting on June 22, 2010 so more work can be done on the legislation. Check the Capitol Toolbox later today for the full story.

House Commerce reports job creation package

The House Commerce Committee met this morning to consider several bills, including a three bill job creation package. All three job creation bills were reported as committed, with several GOP members voting against the package. Additionally, HB 60 was reported with an amendment, HB 2340 was rereferred to House Finance, and HB 1498 was held over.

The committee held a public hearing on HB 506. Rep. Chris Ross (R-Chester), prime sponsor of the legislation, gave an overview of the bill. He said it is a product of the Joint State Government Commission Task Force and it updates the Motor Vehicle Sales Finance Act and the Good and Services Installment Act into a consolidated Consumer Credit Code. Committee members heard testimony from the Joint State Government Commission, the Pennsylvania Automotive Association and the Pennsylvania Manufactured Housing Association. Chairman Peter Daley (D-Washington) expressed support for the bill and said it will be considered at the committee’s next meeting on February 2, 2010. The committee voted unanimously to report as amended HB 1726 which creates the Collection Bin Public Notice Act.Â Also unanimously reported as amended was HB 2064 which amends Title 18 (Crimes and Offenses) creating and defining the offense of false caller identification display and providing penalties. House Local Government – 9:00 a.m.

The House Local Government Committee held a public hearing on HB 1726 this morning, which would require clothing collection bins to be clearly marked with information regarding the charitable contributions of the organization, so consumers are aware whether they are contributing to a nonprofit, or for profit. The committee heard from Goodwill and other nonprofits in support of the legislation. During the questions, it was revealed that perhaps the bill should be tweaked to better align with current charity laws.

House Commerce discusses Housing and Economic Revitalization Act

This morning the House Commerce Committee met to hear testimony on HB 1776, the Housing and Economic Revitalization Act. The legislation, sponsored by Rep. John Bear (R-Lancaster), would attempt to stimulate job growth in the housing industry by providing tax incentives for new and existing home purchases and home improvements. Representatives of the housing industry, PHFA, and the Housing Alliance of Pennsylvania offered testimony on the subject. Check the Capitol Toolbox later for the full story.

The committee voted unanimously to report as amended SB 973 which amends the Home Improvement Consumer Protection Act to provide for the definition of home improvement retailer and specific processes by which they must adhere to the current law; provide for self insurance in certain instances; andÂ establish the Home Improvement Account.
