The House Consumer Affairs Committee met with representatives from the natural gas industry to learn more about the industry and discuss possible legislative action. The discussion ranged across all aspects of the industry, but paid particular attention to the potential of using natural gas-powered vehicles.

The House Consumer Affairs Committee met with the chairman of the Public Utility Commission this morning to learn more about the role of the PUC and discuss possible legislative action. The members learned about the five areas of PUC oversight – electricity, natural gas, telephone, water and wastewater, and transportation – and discussed possible legislative remedies for improvement in each area.

The House Consumer Affairs Committee held an informational meeting this morning to learn about the water and wastewater industries. Testifiers provided an overview of the industry and offered recommendations for legislative improvements.

The House Consumer Affairs Committee held a public hearing this morning to discuss HB 344, relating to gas pipeline safety. The committee heard from the PUC, the natural gas industry, and other affected parties. All parties generally supported the legislation.

The House Consumer Affairs Committee held an informational meeting today to get an overview on the telecommunications/cable industry. Testifiers included representatives from Comcast, Verizon, the Pennsylvania Telephone Industry and the Broadband Cable Association of Pennsylvania. The House Consumer Affairs Committee met with representatives from the electricity industry today to learn about the structure of the industry in Pennsylvania. The Electric Power Generation Association, Retail Energy Supply Association, Energy Association, PJM, and Consumer Advocate each spoke about their roles in producing and delivering electricity in the state.

The House Consumer Affairs Committee held its final hearing of the year on the topic of municipal aggregation and HB 2619, which was reported from committee in September but has stalled on the House floor. Chairman Preston stated his intent to reintroduce the bill next session and heard input from various affected parties. Testifiers all offered recommendations to further improve the bill, and offered varying degrees of support for the concept.

The House Consumer Affairs Committee this afternoon discussed HB 1817, which would provide for an interstate compact among the mid-Atlantic states regarding the placement of natural gas pipelines. The committee heard from UGI, which advocated for alternatives above the creation of a new layer of bureaucracy, and from PA residents who have been impacted by the placement of pipelines in the past and the frustrations they experienced in that process.

The House Consumer Affairs Committee held a public hearing on SB 168 which amends the Borough Code to provide for no-bid contracts for the purchase of electricity and associated energy services. Testimony is support of the legislation was provided by the Ephrata Borough Manager; American Municipal Power, Inc.; and the Pennsylvania State Association of Boroughs. Chairman Joseph Preston (D-Allegheny) read a letter of support from the Pennsylvania Municipal Electric Association and a letter of opposition from the Electric Power Generation Association into the record. Senator Michael Brubaker (R-Lancaster), the bill’s prime sponsor, was present and urged the committee to support the legislation. Minority Chairman Robert Godshall (R-Montgomery) expressed concern with certain provisions in the bill. Check the Capitol Toolbox later today for the full story.
