Joint Public Hearing Held on “Hatchery Cost Savings Work Group Report”

A joint public hearing was held today, with the Senate and House Game and Fisheries Committees meeting to hear a summary of the “Hatchery Cost Savings Work Group Report.” The report is the work of an 11 member team formed by the Pennsylvania Fish and Boat Commission, composed of representatives from the Bureau of Fisheries, the Bureau of Law Enforcement, and the Bureau of Engineering and Property Services. Game Commission Presents Annual Report to Game & Fisheries Committee

Pennsylvania Game Commission Executive Director Carl Roe provided an overview of the commission’s 2010 Annual Report to the members of the House Game & Fisheries Committee. Roe’s report addressed the commission’s response to the Legislative Budget & Finance Committee’s Deer Management Report; the commission’s financial status and need for further revenue; the commission’s legislative agenda for this session; and the commission’s major programs and initiatives. House Game and Fisheries Reports Two Bills and Passes Over One

The House Game and Fisheries Committee reported out legislation to provide for discounted fishing license fees for members of the National Guard (SB 301) and legislation allowing the Game Commission to establish an adult mentored hunting program (SB 535). The Committee also decided to pass over SB 1026 relating to elk hunting licenses.

House Game & Fisheries Reports Interstate Wildlife Violator Compact Bill

Following a power point presentation by representatives from the Game Commission and the Fish & Boat Commission, the House Game & Fisheries Committee voted unanimously to report S.B. 1200. The legislation authorizes Pennsylvania to join 33 other states in the Interstate Wildlife Violator Compact. The Compact is a joint agreement between the member states allowing reciprocity in recognizing a revocation of an individual’s hunting, fishing or furtaking license. House Game and Fisheries Considers and Moves Bills

House Game and Fisheries Discuss Findings of the Deer Management Audit

This morning the committee heard about findings and conclusions reached by the Wildlife Management Institute, the firm tasked with conducting the audit. The audit also offered suggestions to the committee on how to better manage the deer population in the Commonwealth. Check the Capitol Toolbox later for the full story.

House Game & Fisheries – 10:00 a.m.

The committee received the annual report and testimony from the acting Executive Director of the PA Fish and Boat Commission, Brian Barner. Barner stated the mission of the PA Fish and Game Commission and pointed out several highlights of the past year and noted a few concerns including Marcellus shale waste water and the struggle to keep adequate levels of revenue in the Commission’s basic funding. PA Game Commission – Annual Report to House Game and Fish – 10:00 a.m.

Carl Roe, Executive Director for the PA Game Commission presented his yearly update to the House Game and Fisheries Committee. According to Roe, while the Commission has been able to achieve many of their annual objectives, they have been hampered by a variety of factors including a hiring freeze and a lack of financial resources. Questions from members ranged from topics as diverse as the pheasant propagation program to royalties from oil, gas and mineral reserves on state game lands. House Game & Fisheries – 9:00 a.m.

The committee reported out HB 2161 which will allow all 722 licensing agents to sell the special, reduced-fee hunting licenses to resident members of the military who are on active duty and to service members returning home from deployment. The committee conducted a public hearing on the process now in place to distribute anterless dear permits. The members heard testimony from representatives from the Game Commission, the State Treasurers Association, the Pennsylvania Federation of Sportsmen and others.
