The committee reported out HB 2161 which will allow all 722 licensing agents to sell the special, reduced-fee hunting licenses to resident members of the military who are on active duty and to service members returning home from deployment. Also reported out was HB 460 removing the requirement for hunters to display their license while hunting. Check the Capitol Toolbox later for the complete story.

The committee conducted a public hearing on the process now in place to distribute anterless dear permits. The members heard testimony from representatives from the Game Commission, the State Treasurers Association, the Pennsylvania Federation of Sportsmen and others. The House Game & Fisheries Committee held an informational meeting with the Game Commission to discuss the state’s regulation of exotic animals (which includes bears, tigers, lion, coyotes, and other such animals). The members discussed the issue quite broadly and offered several suggestions for refining the law.

Along a series of party-line votes, the House Gaming Oversight Committee adopted an omnibus amendment into Senate gaming reform bill SB 711 this afternoon, providing for table games and making several changes to the reform measures, and reported the bill out to the House Floor by a vote of 14-11. Minority Chairman Curt Schroder (R-Chester) and Representatives Paul Clymer (R-Bucks) and Mike Vereb (R-Montgomery) led a vocal but ultimately fruitless opposition to the circumstances surrounding the passage of the bill. At a public hearing that began at 9 a.m. and lasted into the afternoon, the House Gaming Oversight Committee heard from a number of stakeholders on the merits of bringing table games to Pennsylvania. Casino operators, representatives of the Commonwealth’s equine industry, tourism industry, and research firm Innovation Group were among those offering testimony. The House Gaming Oversight Committee managed to report HB 1317 out of committed as amended this morning by a vote of 14-12. Rep. Curtis Thomas (D-Philadelphia) changed his vote from yesterday, saying he is willing to move the legislation forward as long as changes to it are made. Rep. Michael O’Brien (D-Philadelphia), the other Democratic “no” vote yesterday, continued to oppose the measure. Despite the protests of Republican members, the bill now moves to the floor for consideration. Chairman Dante Santoni (D-Berks) maintained he is still committed to addressing the concerns laid out by members.

By a vote of 13-13, with Philadelphia Democrats Mike O’Brien and Curtis Thomas joining with Republicans, HB 1317 was defeated in the House Gaming Oversight Committee this afternoon after hours of debate over the bill and amendments. Of the five amendments offered, only an omnibus amendment, A02810 by Rep. Flo Fabrizio (D-Erie), was adopted. Following the meeting Chairman Dante Santoni said he hopes to have the committee meet again today, and added he is confident it will be reported out.

The House Game and Fisheries committee met today to perform some house keeping and vote on one bill, House Bill 1859. The committee unanimously voted to reconsider the final vote from 07/09/09 to HB 97 as amended. The committee then voted unanimously to reconsider the vote that sent HB 97 as amended from the committee to the House floor. Next the committee moved on to consider HB 1859, which is identical to HB 97 as amended. The committee voted to suspend the rules in order to vote on HB 1859 with one negative vote from Representative Bryan Cutler (R-Lancaster). Finally the committee unanimously voted to report HB 1859 as committed. Check the Capitol Tool Box later for more information.

The House Game Committee met to consider three bills. HB 97 was unanimously reported with an omnibus amendment and SB 574 was unanimously reported without amendments. HB 965 was reported by a vote of 13-10 (all but one Republican voted in the negative) with an amendment that was unanimously adopted. Several members expressed concern with the legislature interjecting itself into the Game Commission and other members discussed the action recently taken by the Game Commission regarding cross bows and the confusion it will create among hunters.

The House Gaming Oversight Committee met this morning to receive a presentation from The Innovation Group on the impact table games would have on the state economy. Innovation Group CEO Steve Rittvo told the committee table games would allow the state’s gaming industry “to realize its full potential,” creating more than 16,000 jobs overall and $1 billion in total economic output. Bill DeWeese (D-Greene), prime sponsor of the measure in the House (HB 21) commented, “If we get money into surrounding communities and programs for people who have gambling problems, we could recognize a great deal of revenue with this proposal.”
