The House Human Services Committee held a public hearing today on the payment procedures for intellectual disability services.Michelle Sipple, the Service Coordination Director for Familylinks stated that the state set fee schedule implemented by the DPW “jeopardizes the viability of countless supports coordination organizations,” and her concern over the ability to continue to provide services was echoed throughout the hearing. Kevin Friel, the Deputy Secretary of the Office of Developmental Programs, DPW, commented that their must be a collaborative effort between ODP and the providers in order to increase the efficiency of the programs and determine more innovative methods of addressing budget concerns. The House Human Services Committee held a public hearing today on the delay in the implementation of Act 50, which establishes a new Department of Drug and Alcohol. Chairman Gene DiGirolamo (R-Bucks) said that it was not in his nature to go public with an issue, but that he was baffled, disappointed and angry over the fact that the Corbett administration has failed to implement Act 50, as required by law, and does not appear to be planning on doing so in the foreseeable future. Chairman DiGirolamo noted that the legislation was passed with overwhelming bipartisan support and told Charles Zogby, the Governor’s Secretary of Budget, that this is the law and ”you’ve got a fight, this is something I will fight for.”

The House Human Services Committee held a second public hearing today on HB 1651 concerning the establishment of a prescription drug monitoring system, due to the high level of interest in the issue. Testifiers shared their support for the bill and, in some cases, concerns about its language. Danna E. Droz, Administrator of the Prescription Monitoring Program of the state of Ohio, spoke about their program and made suggestions to the committee for PA’s program.

The House Human Services Committee held an informational meeting to learn about the regulatory review process and in particular the committee’s role in that process. IRRC Executive Director Kim Kaufman reviewed the process explained that while the committee can offer input at nearly any point in the process, it is most helpful to the commission if that input comes early in the process.

This morning the newly formed House Human Services Committee received testimony on the state of County Human Services in Pennsylvania from the County Commissioners Association of PA (CCAP) and its affiliates. Kelly Andrisano, Executive Director of the Pennsylvania Association of County Human Services Administrators, detailed the various funding sources and responsibilities that comprise the counties’ human services offerings, and the challenges that are faced in trying to do more with less. The House Human Resources Committee today held a public hearing on the implementation of Act 50 of 2010 which creates the Department of Drug & Alcohol Programs. Members heard from representatives from various provider organizations, program administrators and recovery organizations regarding their recommendations for the new department. The House Health, Human Services, and Insurance Committees held a joint informational meeting today to receive an update from the Pennsylvania Health Care Cost Containment Council (PHC4) on the council’s interactive database giving consumers the Medicare prices for common medical procedures at Pennsylvania facilities.
PHC4 representatives demonstrated the database and responded to member questions and concerns.

The newly split House Human Services Committee, chaired by Rep. Gene DiGirolamo (R-Bucks), met this morning and took the first committee action of the 2011-2012 session; voting HB 140 out of committee unanimously. The legislation requires the Department of Drug and Alcohol Programs, itself a new department that will begin work this summer, to establish a methadone death and incident review team charged with investigating methadone-related deaths and developing policy recommendations related to the substance.
