The House Labor Relations Committee held a public hearing on HB 2585, relating to power and duties of county sheriffs. Advocates debated the efficacy and necessity of giving county sheriffs full statutory law enforcement capability, rather than allowing a cross-designation as is currently allowed. The House Labor Relations Committee held an informational meeting with the Department of Labor and Industry on the implementation of Act 147, amending the workers’ compensation act. Deputy Secretary Elizabeth Crum testified on behalf of the department and gave an overview of the Act’s amendments to the workers’ compensation law and how the department has been handling the changes. The House Labor Relations Committee held a public hearing on HB 2278, the Pennsylvania Family and Medical Leave Act. Barbara McIlvaine Smith (D-Chester), prime sponsor of the legislation, gave an overview of the bill and said that it expands the Federal Medical and Leave Act to allow an employee to take time off to care for a sibling, grandparent or grandchild. She noted that 20 states have passed similar legislation and stated ”I truly believe this is something we need to offer.” The Pennsylvania Chamber of Business and Industry, the National Partnership for Women and Families offered testimony on the legislation. This afternoon the House Labor Relations Committee held a public hearing on HB 1830, legislation by Rep. Marc Gergely (D-Allegheny) known as the Healthy Families, Healthy Workforces Act. The bill would require certain employers to offer minimum amounts of paid sick leave, based on hours worked. Organizations including Pathways PA, Women’s Way, Physicians for Social Responsibility and the Pennsylvania Chamber offered various opinions on the proposal. The Department of Health also offered testimony on the subject of sick leave and its value in the workplace. Rep. Marc Gergely (D-Allegheny), Pathways PA and a number of organizations held a press conference in the Capitol Rotunda to express support for legislation that would require employers with 10 or more workers to accumulate paid sick leave. Carol Goertzel, President of Pathways PA, gave an overview of HB 1830, and explained that the Happy Families, Healthy Workplaces Act would provide “one hour of sick leave for every 40 hours worked.” Rep. Gergely said the bill would protect abused women, children, and workers. He conceded that there are only 12 days left in the legislative session but the House Labor Relations will hold a hearing on the legislation this afternoon. “I think we’re going to have a great outcome and I think it sets the stage for success this fall and even more so in the upcoming session,” he stated. “We look forward to continuing the fight.” Check out the PLS Capitol Toolbox later today to read the full story. The House Labor Relations Committee held a public hearing this morning to discuss HB 2400, which provides for changes to the Unemployment Compensation Law. The committee heard testimony from businesses, labor, and the Department of Labor & Industry. Business representatives were largely concerned with the requirements of the legislation whereas labor was largely supportive. Look for the complete story this evening. By a vote of 21-5, the House Labor Relations Committee reported HB 2432 as committed this morning. Dozens of PA Corrections officers attended the meeting in support of the legislation, which intends to correct pay scale inequities. Additionally, Rep. Bear tried to gut-and-replace HR 761, which deals with PLAs (Project Labor Agreements) with an amendment, but it failed. Instead the resolution was reported out as is, also by a vote of 21-5. The House Labor Relations Committee reported out two bills today. The first bill, SB 174, amends the Workforce Development Act with regards to the PA Workforce Investment Board and establishes the PA Center for Health Careers. It was reported as committed. The other bill, HB 1349, addresses the licensing of elevator contractors and was amended. Check the Capitol Toolbox later today for the full story.
