House Local Government – 9:30 a.m.

The House Local Gov’t Committee met this morning and reported three bills without amendments and discussed a fourth bill, SB 168. Chairman Freeman explained he has mixed feelings about the bill and after hearing from proponents and opponents he invited members of the committee to contact him with their thoughts about moving forward.

House Local Government Committee – 9:30 a.m.

House Liquor Control – 9:30 a.m.

The House Liquor Control and Senate Law and Justice Committee held a joint public hearing today to discuss the Pennsylvania Liquor Control Board’s (PLCB) proposed wine boutiques and kiosks. Committee members were interested to discuss the specifics of both the boutiques and kiosks, in regards to how they would effect competition, be profitable, and be consumer friendly while still protecting minors from underage alcoholic consumption. Members of the PLCB argued that the boutiques and kiosks would not harm Pennsylvania’s restaurants and would promote competition, while representatives of the restaurant industry contended otherwise. House Local Government – 9:15 a.m.

The House Local Government Committee held an informational meeting on HB 1682, which authorizes counties to levy a 1% sales tax. The committee heard from prime sponsor Rep. Sturla and Doug Hill, who spoke on behalf of all local government agencies in support of the proposal. Representatives of Renew Lehigh Valley asked that Northampton and Lehigh Counties, both home rule counties, be granted additional flexibility in the proposal, and lobbyist Holly Kinser spoke in support of authorizing an additional 1% sales tax for Philadelphia County.

Public Employee Retirement Commission – 10:00 a.m.

The Public Employee Retirement Commission met today to discuss actuarial notes for HB 1039, HB 1132, and SB 466. The Commission adopted the recommendation of each actuarial note to attach the actuarial note to the bill and request the General Assembly and Governor to consider the policy issues noted in the actuarial note. Check the Capitol Toolbox later for the full story.

House Liquor Control – Off the Floor

The committee reported as committed SB 81 with Representatives Mark Mustio (R-Allegheny) and Katherine Watson (R-Bucks) voting “No”. Much of the discussion centered on the future operations of satellite wine kiosks. Check the Capitol Toolbox later for the full story.

House Local Government – 10:00 a.m.

The committee considered four bills. HB 1671 which increases the membership of the County Records Committee to include the appointment of a Clerk of the Orphans’ Court to the Committee was unanimously reported as committed. The committee also unanimously reported as committed Sb 139, Sb 140, and SB 141, a three bill package eliminating the office of assessor. Check the Capitol Toolbox later for the full story.

House Liquor Control – 10:30 a.m.

The House Liquor Control Committee met this morning to consider three bills. HB 291 was reported with two amendments, one which reduces the definition of small manufacturer and one which allows manufacturers to have two storage facilities. Several members questioned the finer details of the bill, but concurred action needs to happen. Reps. Goodman and Payne voted against the bill. HB 479 was reported as committed with minimal discussion and HB 996 was passed over so hearings can be held.

House Local Government – 9:30 a.m.

The committee voted unanimously to report as amended HB 1515, HB 1516, HB 1518, HB 1519, HB 1520 and to report as committed HB 1517 and HB 1609.  The members also conducted an informational meeting on two bills providing for the charging of fees to municipalities without police departments who utilize the Pennsylvania State Police for law enforcement services. House Local Government – 9:30 a.m.

The House Local Gov’t Committee met this morning to consider a package of four bills (HBs 1515-1520) which address ADA conflicts in municipal laws, but the entire package was held over because a drafting error was discovered just yesterday. The bills will be considered next week. The committee also had an informational briefing on HB 1390, which extensively provides for stormwater management. The committee heard from former Rep. Dave Steil, who has authored the bill in the past, and DEP. Members raised concerns about the cost of stormwater planning, but proponents argued the state should begin to lay the ground work now.
