The House Republican Policy Committee held a public hearing this morning to discuss current energy policies, specifically AEPS and Act 129 of 2008, and their impact on the economy. Testifiers from various energy companies offered their perspective on the policies and recommendations for improvements.

The members of the House Republican Policy Committee along with DCED Secretary Alan Walker heard testimony from several Pennsylvania business owners regarding the regulatory climate for business within the Commonwealth. The business owners related the problems they faced in securing the necessary permits from various state and local agencies including DEP and PennDOT and the regulatory barriers they had to overcome. The House Republican Policy Committee held a public hearing at the Hershey Center for Applied Research to discuss issues relating to the life sciences and biotechnology industry. The committee heard from industry members and doctors. Heavily discussed was the needed for more state funding to fill the “valley of death” in venture capital funding.

The House Republican Policy Committee conducted a fact finding hearing on state reimbursements to Centers of Independent Living (CILs) from the Department of Labor & Industry. CILs representatives expressed concern with the timeliness of the reimbursements and the department’s requirements and justifications for receiving grant funds. The House Republican Policy Committee held a hearing at Susquehanna Township High School to discuss needed updates to the commonwealth’s “Megan’s Law” website. The committee heard from the Office of the Auditor General, the Pennsylvania State Police, and the Pennsylvania Coalition Against Rape on how the website can and should be updated. The House Republican Policy Committee this morning heard from the PUC and natural gas industry about natural gas pipelines and whether additional oversight is needed. Both sides agreed that the PUC should have the authority to conduct safety inspections of natural gas pipelines.

With the federal rejection of tolling I-80 and the upcoming special session on transportation funding, the House Republican Policy Committee held its first of what Committee Chairman Stanley Saylor (R-York) said would be a series of hearings on transportation funding. Transportation Secretary Allen Biehler, representatives from the Pennsylvania Turnpike Commission, and a representative from the York Area Metropolitan Planning Organization responded to questions from committee members. Chairman Saylor commented that all funding proposals will receive a full hearing and the purpose of today’s hearing is to “quantify and identify the problem.” Check the Capitol Toolbox later for the full story.

The House and Senate Republican Policy Committees held a joint hearing this morning to learn about issues facing PA’s public pension systems and to discuss possible solutions. The committees heard from SERS, AFSCME, retirees, and taxpayers.

The House Republican Policy Committee held a public hearing regarding advancements in education technology and how to better implement new technology in the Commonwealth’s schools. The committee heard from a technology director for a school district; Charles Zogby, former Education Secretary and Senior Vice-President of Education and Technology from K12; and a panel applauding the use of Step-by-Step. The House Urban Affairs Committee along with the House Democratic and House Republican Policy Committees held a joint informational hearing on land banks. Dan Kildee, executive director of the Center for Community Progress, made a power point presentation on the land bank program in Flint, Michigan and responded to questions from committee members.
