The Independent Regulatory Review Commission met today to consider one regulation;Regulation No. 2825 Pennsylvania Public Utility Commission #57-267: Streamlining the Rate Increases Procedures for Small Motor Carriers was unanimously approved. The commission also named Fiona Wilmarth as Acting Executive Director, she replaces Kim Kaufman who served as Executive Director since 2005. No. 2847 Department of Labor and Industry #12-78: Unemployment Compensation; Administration; Reg. No. 2762 State Registration Board for Professional Engineers, Land Surveyors and Geologists #16A-4710: Continuing Education (Previously Disapproved); Reg. No. 2764 Department of State #16-43: Schedule of Civil Penalties- Engineers, Land Surveyors and Geologists (Previously Disapproved); Reg. No. 2792 State Board of Chiropractic #16A-4318: Continuing Education Violations (Previously Disapproved); Reg. The Independent Regulatory Review Commission met today to consider eight regulations. The following regulations were approved: Pennsylvania Public Utility Commission #57-266: Licensing Requirements for Natural Gas Suppliers; Department of General Services 38-14: State Metrology Laboratory Fee Schedule; State Board of Crane Operators #16A-7101: Crane Operators: Initial Rulemaking; Environmental Quality Board #7-437: Lead and Copper Rule Short Term Revisions; Environmental Quality Board #7-447: Flat Wood Paneling Surface Coating Processes; Environmental Quality Board #7-428: Adhesives, Sealants, Primers, and Solvents. State Board of Barber Examiners #16A-427: Student Records and Curriculum was deemed approved. Chairman Arthur Coccodrilli announced that he will be stepping down as Chairman of IRRC due to health reasons; Commission Silvan Lutkewitte was unanimously selected by his fellow commissioners to serve as the new chairman.

IRRC met this morning and made quick work of its lengthy agenda. Eleven regulations were quickly approved, including two that were deemed approved. Two regulations on the agenda, both relating to funeral directors and both previously disapproved, were again disapproved.

Reg. No. 2710 Department of Transportation #18-409: Air Transportation; Reg. No. 2811 State Board of Podiatry #16A-4410: Continuing Education; Reg. No. 2786 State Board of Physical Therapy #16A-6513: Continuing Education Providers; Reg. No. 2779 Department of Transportation #18-415: Transportation Enhancement Grants from Automated Red Light Enforcement Systems Revenues; Reg. No. 2860 Department of Health #10-191: Physician Assistants and Certified Registered Nurse Practitioners (Final-Omit) were unanimously approved.

The Independent Regulatory Review Commission approved regulation No. 2806 Environmental Quality Board #7-446: Wastewater Treatment Requirements 4-1 with Commissioner Silvan Lutkewitte voting in the negative. The Commission received extensive comment on the regulation from a wide variety of stakeholders including PennFuture, the Pennsylvania Chamber of Business and Industry and the Department of Environmental Protection.
