Legislative Budget & Finance Cmte releases report on Access to Justice Act and Instant Check System

The Legislative Budget and Finance Committee voted unanimously today to release the reports on a performance audit of Pennsylvania’s Access to Justice Act and on the adequacy of fees charged in Pennsylvania’s Instant Check System (PICS) for firearm purchases. The former study showed services provided by the Access to Justice Act to be important and how the program is well-monitored overall. The study of the PICS system highlighted the advantages of keeping the system in place as opposed to abandoning it and switching to the National Instant Check System (NICS). Both studies noted small funding issues that would need to be addressed in order to fund both services in the future.

Legislative Budget & Finance Committee Approves Performance Audit/Study

The members of the Legislative Budget & Finance Committee unanimously approved a performance audit of Pennsylvania’s Medical Assistance Transportation Program for clients in methadone treatment and maintenance programs. The audit recommends the Department of Public Welfare develop “best practice” guidelines for its methadone treatment providers to help ensure transportation service reimbursements are appropriate using current provider procedures. The committee also unanimously adopted a study of the costs associated with the Commonwealth establishing a Pennsylvania Virtual Learning Program to provide supplemental online courses to school districts. LB&FC Approves Tax Credit & “Clean & Green” Reports

The Legislative Budget & Finance Committee voted unanimously to approve two new reports.  The first report assessed the effectiveness of 18 state tax credit programs. The second report determined the fiscal impact of preferential assessment of farm and forest lands also known as the “Clean and Green” program. Joint Legislative Budget and Finance Committee Releases Reports

The Joint Legislative Budget and Finance Committee met to discuss and release reports related to the audit of the Fish and Boat Commission and on PA’s system for property valuation and reassessment. During the portion of the meeting concerning the Fish and Boat Commission, a great deal of discussion occurred on the need to generate additional revenues and/or cut costs prior to the financial hardship predicted to impact the Commission in 2012. During the discussion surrounding reassessments, member spoke about the need to reform the way reassessments occur throughout the state and who should bear the financial burden.

Legislative Budget & Finance Releases Environmental, Blighted Property & Gaming Reports

The Joint Legislative Budget and Finance Committee released three reports this morning. The first addressed the Growing Greener II Initiative and found that while many projects have been funded, increasing debt service will limit financial resources available in the future. The second report on the feasibility of establishing a statewide blighted property registry highlighted numerous technical and administrative hurtles preventing the creation of the registry. The third report on the impact of slots on the lottery found there has been minimal impact to date. Check the Capitol Toolbox later for the full story.
