The Joint Legislative Conservation Committee welcomed Joseph Harford, the Founder and Vice-President of Reclamere, to discuss the issue of E-Recycling. Harford explained the role of Reclamere in this field, the dangers of identity theft when a hard drive is not disposed of proeprly and how his company has had to expand its services in order to accommodate growing consumer demand. The Joint Legislative Air & Water Pollution Control & Conservation Committee conducted its second public hearing on the issue of mandatory trash collection in Pennsylvania. Members heard testimony from representatives from the PA Waste Industries Association, Keep Pennsylvania Beautiful, the PA State Association of Township Supervisors, the city of Reading and the PA Recycling Markets Center. The Joint Legislative Conservation Committee held an informational meeting today to discuss the installation of electric vehicle charging stations in Pennsylvania. Chairman Scott Hutchinson (R-Venango) stated the emerging technology of electric vehicles has created a need for public charging stations. Managing partners from electric vehicle charger distributor and owner/operator Oak Energy Partners spoke about the benefits of a charging station infrastructure and explained the technology.

The Joint Legislative Conservation Committee today heard a presentation from Marci Mowery of the Pennsylvania Parks and Forests Foundation about the legacy of Maurice K. Goddard. Mowery explained PPFF launched the Goddard Legacy Project in 2009 to promote awareness of Goddard and his contribution to parks and conservation in Pennsylvania.

Matt Smith, Vice President of Forest Operations for FiniteCarbon, delivered a presentation to the Joint Legislative Conservation Committee on the forest carbon market. “Forests provide real and equivalent climate change benefits,” Smith said. “Forest benefits can be increased and enhanced through sustainable management. Forest carbon offsets from private land can perform well when measured against mainstream offset requirements such as permanence, quantification, leakage, and additionality.” He explained that the market for carbon offsets has grown dramatically since 2003 and the carbon offset market is projected to be worth $3.1 trillion by 2020. The Joint Legislative Conservation Committee heard from the PA Environmental Council to learn about the council’s new Green Business Program, in which more than 100 businesses from SEPA have pledged to work to make their businesses more environmentally friendly.

The Joint Legislative Conservation Committee held its monthly forum today to discuss illegal dumping in the commonwealth. A 37 county survey conducted by PA Cleanways and the Center for Rural Pennsylvania was detailed during a power point presentation to members and those in attendance in the audience. The Joint Legislative Air & Water Pollution Control and Conservation Committee heard a presentation from Tom Murphy of the Penn State Cooperative Extension on the process and issues associated with natural gas drilling in the Marcellus Shale formation. Murphy discussed the rapid growth in the Marcellus play, specifics of how the drilling is conducted, and issues that PA will likely be faced with.

George Soukas, president and John Aten, vice president of Regupol America discussed the rubber and scrap tire recycling markets and the operations of their company during an environmental issues forum hosted by the Joint Legislative Conservation Committee. Soukas explained that Regupol America, based in Lebanon, PA recycles 115 million pounds of rubber every year and stated that the company’s process began “green and will continue to be green.” Check the Capitol Toolbox later for the full story.

The Joint Legislative Budget and Finance Committee met today to release preliminary reports of four Pennsylvania tax credit programs. In accordance with Senate Resolution 20 and House Resolutions 115, 127 and 824 the reports released today included an evaluation of the Keystone Opportunity Zone Program, and preliminary reports on Pennsylvania’s Educational Improvement Tax Credit Program, the Research and Development Tax Credit Program, as well as an overall study of After school Programs in Pennsylvania.
