The Joint Legislative Budget and Finance Committee met today to release preliminary reports of four Pennsylvania tax credit programs. In accordance with Senate Resolution 20 and House Resolutions 115, 127 and 824 the reports released today included an evaluation of the Keystone Opportunity Zone Program, and preliminary reports on Pennsylvania’s Educational Improvement Tax Credit Program, the Research and Development Tax Credit Program, as well as an overall study of After school Programs in Pennsylvania. The committee met today to discuss its previous report, titled “Pennsylvania’s Film Production Tax Credit and Industry Analysis.” Cheryl Baxter, the Senior Vice President of Economics Research Associates (ERA), and Wes LeBlanc, a Senior Associate of ERA, testified before the committee first. Baxter described film production as a “major economic export,” and added that a tax credit will result in a net economic gain for the Commonwealth. According to Baxter, the film industry is important because it has a “multiplier impact.” That is, the effect of a tax credit would raise employment, create business opportunities, and result in a positive net revenue across the entire state. Mickey Rowley, the Deputy Secretary for Tourism, testified that he agreed with ERA’s entire report and their findings. Finally Jane Saul, Director of the Pennsylvania Film Office, warned the committee that if the tax credit disappears or is significantly lower, the state will lose “$500 million in revenue, about 4,000 jobs, and unemployment costs will rise by $6 million.” Check the Capitol Toolbox later for the complete story.

Members of the Joint Legislative Conservation Committee attended an Environmental Issues Forum hosted by American Geo-Energy Solutions (AGES), a Pennsylvania based renewable energy company. The panel consisted of the President, CEO, and Chairman for AGES, who explained to the audience and members of the committee, the environmental and economic advantages of using underground mine water as renewable energy sources. The Chairman of AGES, Stephen Krentzman called the treatment and use of polluted mine water sources as a renewable energy “turning lemons into lemonade.” Check the Capitol Tool Box later for more information.

The Legislative Forestry Task Force of the Joint Legislative Conservation Committee held a public hearing on green building rating systems. The task force took testimony from representatives of the forest industry, as well as others, who advocated for a rating system other than the LEEDs system. A representative of the LEEDs program touted its advantages. Check the Capitol Toolbox later today for the full story.

The committee held a hearing to discuss the findings of the Tax-Exempt Property and Municipal Fiscal Status report. Testimony to the committee was provided by representatives from the Pennsylvania League of Cities and Municipalities, the University of Pittsburgh, and the Hopsital and Healthsystem Association of Pennsylvania. The committee held an Environmental Issues Forum on Pennsylvania’s Heritage Areas which are the organizations that “develop, build, revitalize, and restore Pennsylvania’s heritage tourism infrastructure. Allen Sachse, Executive Director, Delaware and Lehigh National Heritage Corridor spoke about how the program developed in the Department of Community Affairs, Bureau of Recreation and Conservation in the 1980′s. The Legislative Budget and Finance Committee met this morning to receive an update from committee staff on the progress of a deer management study called for by HR 642 of 2008. After hearing about the numerous complexities and controversies surrounding the RFP process, the committee voted to allow the staff to pursue formal contract negotiations with the Wildlife Management Institute. The committee held a public hearing on Act 101 of 1988 – The Municipal Waste Planning, Recycling and Waste Reduction Act.  Representatives involved in recycling initiatives for the past 20 years provided testimony to the committee regarding Act 101, and the measures that should be considered  to continue its success in the future. The Joint Conservation Committee met this morning to hear a presentation from the Energex Corporation about an oft-overlooked fuel source – compressed wood pellets. An environmentally friendly, carbon neutral, renewable low cost biomass energy, pellet fuel has the highest net energy output of all biomass-to-energy options, says CEO John Burrows, and could be a valuable fuel source to Pennsylvania. The committee held an Environmental Issues Forum with Gary Bloss, Executive Director of Susquehanna Greenway Partnership (SGP), Trish Carothers, Development and Outreach Coordinator for SGP, and Brenda Barrett, Director of the Bureau Recreation and Conservation of DCNR. The Susquehanna Greenway is a planned corridor of interconnected trails, parks, river access points, and pathways linking the Susquehanna River and its West Branch with communities, rural regions, and natural areas in Pennsylvania.
