Senate Local Government – 12:00 p.m.

The Senate Local Government Committee met to consider five bills, all of which were unanimously reported as committed with little to no discussion. Senator Vogel questioned the elimination of the deadline in SB 284, but ultimately voted for the bill.


Senate Agriculture and Rural Affairs – 9:15 a.m.

The Senate Agriculture and Rural Affairs Committee met today with multiple representatives of Pennsylvania’s agricultural community to discuss budget and recession concerns facing the Commonwealth’s number one industry.  Department of Agriculture Secretary Dennis Wolff was also present to provide short testimony and answer questions from committee members. Senate Local Government – 9:30 a.m.

The Senate Local Gov’t Committee met to consider several bills, all of which were reported unanimously. The agenda included a package of bills that would increase municipal bid requirement limits, which are expected to be amended later in the process to further refine the inflation adjustment provisions.

House & Senate Local Government Committees

The House and Senate Local Government Committees held a joint hearing with several local government groups to learn about the issues affecting local government and what priorities need to be addressed. Chief among the issues discussed was that local governments do not want mandates from the state government. There was also a significant amount of discussion on the governor’s proposed 1% county sales tax, which most of the local government associations support.

Senate Local Government – 9:30 a.m.

The Senate Local Government committee voted out Senate Bills 139, 140 and 141 this morning. All three bills addressed eliminating references to elected assessors. Check the Capitol Tool Box later for more information.

Senate Agriculture & Rural Affairs – 10:30 a.m.

The Senate Ag Committee met for a second time this week to consider HB 2525, which amends the Dog Law. The bill was returned to the full Senate with two omnibus amendments with just Senator Eichelberger dissenting.

The Senate Ag Committee met to consider HB 2525, which amends the Dog Law. The bill was reported as committed with minimal discussion, but is expected to be rereferred back to the committee for further consideration tomorrow.

Senate Local Gov't, 10:00 a.m.

The Senate Local Government Committee voted out seven bills this morning. HB 780 and HB 239 proved to be the most contentious, and both garnered debate. HB 239 was eventually voted out by a 9-2 vote, while HB 780 was unanimously reported out after the adoption of several amendments…
