Budget agreement passes out of Senate Approp, moves to floor

This morning the Senate Appropriations Committee adopted budget agreement language into HB 2279 and approved the bill, with Senator Dave Argall (R-Schuylkill) the lone dissenting vote. The bill now moves to the Senate floor for final consideration. The committee also voted out the non-preferred appropriations, some with amendments. Senate Appropriations reports House budget with negative recommendation

This afternoon the Senate Appropriations Committee reported the House spending plan for the upcoming budget, HB 2279, out of committee with a negative recommendation. Senate Majority Leader Dominic Pileggi (R-Delaware) said the negative recommendation reflects the caucus’ opinion that the spending level is too high and ultimately unsustainable. Senate Democrats voted in favor of the motion, though Minority Chairman Jay Costa (D-Allegheny) said his caucus would support a “neutral recommendation.” The committee also considered a number of other bills at its meeting. Senate Appropriations Amends Junior Drivers Distracted Driving Bill

By a vote of 16-10, the committee added an amendment to H. B. 67 and then reported the bill as amended by a vote of 23-3. Prior to the amendment, the legislation restricted a junior driver to driving a vehicle with no more than one passenger who is under 18 years of age unless the passengers are siblings who live in the same dwelling as the driver and prohibited the use of interactive wireless communications devices by junior licensees while operating a motor vehicle. The adopted amendment provides for the first six months after the issuance of the junior driver license, a junior driver would be restricted to one passenger but after that a junior driver could drive up to three passengers who are not members of the driver’s immediate family unless accompanied by a parent or legal guardian. The committee also voted to report as amended SB 5 establishing the Community-Based Health Care Act and Senate Bills 1059 through SB 1063 amending the various local government codes pertaining to employment agreements with managers. Senate Appropriations Budget Hearing with PennDOT

The committee members questioned PennDOT Secretary Allen Biehler on a variety of transportation issues. Those issues included: the tolling of I-80; the Pennsylvania Turnpike Commission; high speed rail; transit funding; use of federal stimulus dollars; agricultural transportation; and snow removal. Senate Appropriations Budget Hearing with DPW

The Senate Appropriations Committee held a budget hearing with the Department of Public Welfare. Several members discussed cuts in the proposed budget, specifically to hospitals and for mental retardation services. Acting Secretary Dichter repeatedly lamented the difficult choices that had to be made in crafting the budget.

Senate Appropriations Budget Hearing with State-Related Universities – 10:00 a.m.

It was the Senate’s turn to hold a budget hearing with the four State-Related Universities – Pitt, Temple, Lincoln and Penn State. The Senate focused less on discussing the aftermath of last year’s lengthy budget delay and more on how to move forward financially. Effects on both state and local economies the state-related universities have along with how a lack of state funding would affect those economies in the long run accounted for much of the discussion. Senate Appropriations Budget Hearing with Department of Aging

Secretary of Aging John Michael Hall responded to a number of questions from committee members on a variety of issues including: federal waiver programs; the Office of Long-Term Living; senior centers; Area Agencies on Aging; integrated care; nursing home care; and funding from the State Lottery. Senate Appropriations Budget Hearing with the Department of Education

The Senate Appropriations Committee held a budget hearing with Dr. Gerald Zahorchak, Secretary of the Department of  Education. Members inquired about the Keystone Exams, the Costing Out Study, decreased funds for libraries and safety in public schools. Senate Appropriations meets with Department of Corrections and Probations and Parole

Jeffery Beard, Secretary of the Department of Corrections, and Board of Probation and Parole’s Chairman Catherine McVey fielded questions from members of the committee regarding the upcoming budget. A number of issues concerning inmate recidivism to prisoner health-care and overcrowding were raised and addressed during the hearing. Corrections is requesting an 8% increase over the current fiscal budget raising their budget by $136.8 million. Check the Capitol Toolbox later for the full story.

Senate Appropriations Hearing with the Department of Military and Veterans Affairs

The Senate Appropriations Committee held a budget hearing with the Department of Military and Veterans Affairs. Members inquired about the National Guard’s involvement in Haiti and potential relief work in Chile; Deborah Stubljar, Deputy Secretary of Administration for the Department also fielded questions regarding  veterans’ homes, the Civil Air Patrol and deployments.
