Members of the Senate Education Committee had harsh words for several advocacy groups during the debate over SB 250 (which they ultimately amended). During the discussion, both Chairman expressed frustration over a letter opposing SB 1192 that many advocacy groups had signed. The underlying theme of the meeting was to find ways to save money on public education while ensuring quality results. The Committee also amended SB 890, SB 1134 and SR 343. The Committee reported out SB 553 and SB 1385 as committed and discussed SB 1321.

The Senate Education Committee reported out four bills this morning: SB 1248 and SB 1297 were reported as amended and SB 1314 and SB 1318 were reported as committed. Chairman Jeff Piccola (R-Dauphin), prime sponsor of SB 1314, stated that the legislation would “strengthen oversight and accountability of charter schools and cyber charter schools” and emphasized that the bill is necessary in light of the activities of several charter schools in Philadelphia. Minority Chairman Andrew Dinniman (D-Chester) emphasized that the legislation is “not anti-choice” and stated “we’re going to help the charter school movement help itself.” The committee also got a briefing by the State Board of Education on regulations on student nutrition and wellness and on Common Core Academic Standards. The Senate Education Committee reported out SB 1192 as amended this morning. Chairman Jeff Piccola (R-Dauphin) called the bill “one of the most important pieces of legislation we will consider this session.” He noted that an updated Empowerment Law is necessary to comply with No Child Left Behind and it will also put Pennsylvania back in the hunt for Race to the Top funds. After today’s session, the Senate Education Committee held a public hearing on SB 982, relating to funding for Approved Private Schools (APSs) and Chartered Schools for the Deaf and Blind. A representative from the Department of Education testified in opposition to the bill, along with representatives from the APSs and Chartered Schools who were in favor of the bill. The Senate Education Committee held a lengthy hearing this afternoon concerning the extension of mandate waivers in the Education Empowerment Act. Hearing from a large group of advocates, the main point of contention laid on the waiver concerning the use of single point contractors versus multiple point contractors. The committee held a public hearing on the Education Empowerment Act. Chairman Jeff Piccola (R-Dauphin) said an updated version of the Empowerment Act is required as part of No Child Left Behind and would focus on getting every school district to meet AYP requirements. He acknowledged that there were controversial measures in the proposal including merit pay for teachers and turning failing schools into charter schools but stressed that he is not afraid to propose “bold solutions” because Pennsylvanians are tired of “expensive failures.” Minority Chairman Andrew Dinniman (D-Chester) emphasized that the “current system does not work for many students” and said the “education of every child will be the new civil rights movement.” Secretary of the Department of Education, Dr. Gerald Zahorchak, gave an overview of the state’s application to the Race to the Top grant program and committee members heard from other stakeholders such as the PSEA and the Pennsylvania Coalition of Charter Schools on the proposed Empowerment Act. Rep. Frank Dermody (D-Allegheny) has been elected Democratic Whip, with support of 53 members of his caucus, including the Allegheny County delegation. He replaces Rep. Bill DeWeese (D-Greene), who resigned earlier this week after being charged by Attorney General Tom Corbett.
Rep. Dermody currently chairs the Urban Affairs Committee and last session served as Caucus Secretary.
Rep. Mike Sturla (D-Lancaster), chairman of the Democratic Policy Committee, commented it was clear the caucus leadership needed someone from the western part of the state.

The Morning Call is reporting that House Democrats will meet tomorrow at noon to choose a new Whip. Rep. Bill DeWeese (D-Greene) resigned his position as Whip yesterday following his indictment by Attorney General Tom Corbett.

The Senate Education committee met to consider several bills. A presentation was given on the merits of SB 1073 by Deputy Secretary of the Office of Child Development and Early Learning Harriet Dichter, and HR 424 was brought up for discussion and a presentation by officials from the Valley Forge Military College. House Democrats said Tuesday they plan to conduct “business as usual” on the floor despite news the attorney general will announce another round of “Bonusgate” charges at 1 p.m.
 ”It’s going to be a busy day, but we think we’re going to get a lot done,” said Bob Caton, spokesman for Keith McCall.
He said the House has no plans to abandon table games legislation, set to come up for a vote on third consideration later today.
Caton also said the House does not plan to suspend the rules to consider bill earlier today.
