The Senate Labor and Industry Committee convened to consider the reappointment of Robert T. McIntyre to the Workers’ Compensation Appeal Board. The committee voted unanimously to report the renominations of Daniel Fleck, Herbert Hoffman, Robert Krebs and Susan McDermott and the nominations of Sandra Crawford, Alfonso Frioni and David Wilderman to the Workers’ Compensation Appeal Board. In addition, the committee voted unanimously to report as amended SB 1077 amending the Pennsylvania Construction Code Act by adding provisions relating to buildings with log walls. The Senate Labor and Industry Committee held a public hearing on Senate Bill 1001 which would make exemptions to the Uniform Construction Code (UCC) by not requiring the mandatory installation of fire sprinkler systems in new townhouses or single or two-family dwellings. Not specifically at issues but discussed throughout the hearing was the general process by which the UCC is established, and whether that system is seriously flawed. Members of the International Code Council, and the UCC Review and Advisory Council (RAC) spoke to the issue of code development, while representatives of building associations testified in support of SB 1001, along with local government officials who claim the bill is unnecessary and will stifle the already fragile housing market. The Senate Labor and Industry Committee held a public nomination hearing this afternoon for Richard W. Bloomingdale for the purposes of reappointment to a second term as Chairman for the Unemployment Compensation Board of Review (UCBR). Bloomingdale provided brief testimony to explain his role as chairman, the process involved in resolving disputes over unemployment compensation, and his future plans to reduce the backlog in disputed cases. Senators asked Bloomingdale several questions about the process of resolving disputes, possible conflicts of interest, and federal regulations regarding the roles of the UCBR. On a party line vote, the committee voted to reconsider their vote on HB 1858 as amended from last week. The bill authorizes counties to impose sales or use and occupancy taxes and for an optional sales and use tax for Philadelphia. The committee then voted to report the bill with a new amendment. Democrats Matthew Bradford and Josh Shapiro joined the Republicans in voting against reporting the bill as amended. The Senate Labor and Industry Committee met today to vote on several bills and amendments. Amendment A01948 was unanimously adopted and SB369 was unanimously reported as amended. Amendment A01266 was unanimously adopted and SB 563 was unanimously reported as amended. Amendment A01977 was unanimously adopted and SB 821 was unanimously reported as amended. Amendment A01951 was adopted and SB 951 was reported as amended with the Democrats voting in the negative. Amendment A01955 was adopted and SR 62 was reported as amended. The committees conducted a joint public hearing on the Consumer Workforce Council. The members heard testimony from a panel in support and a panel in opposition to the idea. Labor & Industry Secretary Sandi Vito also presented testimony on the issue.
